REGULAR CALLED CITY COUNCIL MEETING Wednesday, July 9th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Pro Tem Mann called the meeting to order with the following members present: LENNING, MANN, KERGER, POORE & BANTAM. Absent: Mayor Cogdill Mann led the pledge of allegiance. Motion Poore/Lenning to approve the agenda. Ayes: 5, Motion carried. Motion Lenning/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 6/18/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – June 2025, d) approve Budget Report - June 2025. Ayes: 4, Kerger Abstained, Motion carried. Mayor Report: None Citizen Input – None Motion Bantam/Poore to re-appoint Lisa Vandemark to Woodbine Municipal Light & Power Board. Ayes: 4, Kerger Abstained, Motion carried. Motion Kerger/Bantam to approve creating an alley on the north side of the City lot (parcel #621001014928000 in the Industrial Park) giving Jim Reisz access from Lowrey Dr to his parcel #620002547700000 east of the City owned lots in the Industrial Park if Jim moves forward with a project on his parcel. Ayes: 5, Motion carried. Motion Bantam/Lenning to approve Resolution #2025-16 approving transfers to capital improvements. Ayes: 4, Kerger voted No. Motion carried. Consensus was reached to move forward researching Council converting to electronic packets and purchasing tablets, instead of paper packets. No action taken. Motion Lenning/Bantam to approve the 28E Agreement with Woodbine Community School District for ballfields. Ayes: 4, Poore voted No. Motion carried. Consensus was reached to move forward with the purchase of a new street sweeper. No action taken. City Administrator Koch informed council that the City’s FY24-25 audit had been scheduled for the last 2 weeks in August. She also needed the next council member to volunteer to review reconciliations for the quarter, Lenning volunteered. The Mayor suggested a Work Session with the Library and Fire Department to review audit comments, council thought that was a good idea. Koch gave an update on the property at 309 Ely St. Public Works Director Androy reported his IUC audit has been completed and the auditor was pleased with the improvements. Police Chief Jensen wanted to remind everyone of the Rodeo being in town Friday and Saturday, July 11 & 12, and of the Rodeo Parade starting at 11am on Saturday.
