REGULAR CALLED CITY COUNCIL MEETING Wednesday, May 13th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Pro Tem Keith Mann called the meeting to order with the following members present: LENNING, POORE, BANTAM, MANN & SNEED. Mayor Cogdill was absent. Mayor Pro Tem Mann led the pledge of allegiance. Motion Poore/Bantam to approve the agenda with removal of Item #10. Ayes: 5, Motion carried. Motion Sneed/Poore to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 4/8/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – April 2026, d) approve Budget Report - April 2026, e) approve Liquor License for Mack Black & Casey’s. Ayes: 5, Motion carried. Public Hearing on FY 25-26 Budget Amendment #1 opened at 6:34pm. No oral or written comments were presented. Public hearing closed at 6:35pm. Mayor Report: None Citizen Input – None Motion Bantam/Sneed to approve granting one free lot to Kellen & Kathleen Liddell but denying the purchase of a second lot in Harvest Hills Phase II. Ayes: 4, Poore abstained. Motion carried. Motion Poore/Lenning to approve Resolution #2026-8 adopting FY 25-26 Budget Amendment #1. Ayes: 5, Motion carried. Motion Bantam/Lenning to renew the 5-year maintenance agreement with Iowa DOT. Ayes: 5, Motion carried Motion Poore/Sneed to extend the lease agreement with Tom Kelley from 12-31-2025 to 12-31-26. Ayes: 5, Motion carried. Consencus was reached to create a list of sidewalks in need of repair or replacement and bring that list back to council to review. Discussion was had on setting a date for the next Council Planning Session and it was decided to consult with Mayor Cogdill before setting a date. City Administrator Koch informed council the city will participate in the Urban Forrestry Program trough Iowa DNR where they will inventory the trees within the city and present a report on suggested future action. She also reported the local Girl Scout troop has planted several trees along Lincoln Way and thanked them for that and that the 2nd new house on W 7th St has arrived. Public Works Director Androy reported they have patched several pot holes and sprayed weeds around town. Also, Chris Lenning wanted to thank the local Girl Scout Troop for planting the trees on Lincoln Way and thank the WCSD seniors for their work at the CREW Center and White Floral Gardens. He also wanted to congratulate the Public Library on creating their new teen space ‘The Vibe’ in the Library. Motion Poore/Bantam to adjourn at 7:16pm. Ayes 5, Motion carried. HCTR 5-20-26
