REGULAR CALLED CITY COUNCIL MEETING Wednesday, November 13th, 2024 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, GAU, MANN, BANTAM, & VANDEMARK. Mayor Cogdill led the pledge of allegiance. Motion Bantam/Mann to approve the agenda. Ayes: 5, Motion carried. Motion Lenning/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 10/9/2024, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Oct. 2024, d) approve Budget Report - Oct. 2024, e) approve GAX#28 & #29-Harvest Hills CDBG. Ayes: 4 with Vandemark abstaining, Motion carried. Mayor Report: Mayor Cogdill apologized for missing the previous meeting due to harvesting. He then reported he was very pleased with the public interest and attendance at the street scape meetings. Citizen Input – None Dina Corbett gave an update on FoodLand grocery store. She posted a letter on Facebook and there was an article in the Missouri Valley Times with more detail. The old building has been removed. She plans to have concrete poured for the new building before Christmas. The new building will be the same size as the old at 12,000 sf., it will have a canopy, and the neon FoodLand sign is being restored and will go on the new building. She is hoping to reopen in May 2025. Motion Gau/Lenning to appoint hiring Reynolds Urban Design to move forward with Streetscape Project of our downtown. Ayes: 5, Motion carried. Motion Mann/Bantam to waive the 2nd & 3rd readings of ordinance amendment #2024-11-1 amending Title VII-Sewer-Chapter5-Sewer Service Charges to add a utility deposit. Ayes: 5, Motion carried. Motion Vandemark/Bantam to Adopt ordinance amendment #2024-11-1 amending Title VII-Sewer-Chapter5-Sewer Service Charges to add a utility deposit. Ayes: 5, Motion carried. Motion Bantam/Vandemark to table ordinance amendment #2024-11-2 amending Solid Waste Ordinance Title VIII-Solid Waste Control-Chapter 1 & Chapter 2. Ayes: 5, Motion carried. Motion Vandemark/Mann to waive the 2nd & 3rd readings of ordinance amendment #2024-11-3 amending Title V-Animal Protection-Chapter 4 increasing the pet license fee. Ayes: 5, Motion carried. Motion Vandemark/Bantam to adopt ordinance amendment #2024-11-3 amending Title V-Animal Protection-Chapter 4 increasing the pet license fee. Ayes: 5, Motion carried. Motion Lenning/Bantam to approve the Annual Financial Report for FY23-24. Ayes: 5 Motion carried. Motion Vandemark/Mann to approve Annual TIF Certification for FY24-25. Ayes: 5 Motion carried. Motion Vandemark/Lenning to approve moving forward, by hiring an attorney, on the nuisance abatement at 309 Ely St. Ayes: 5 Motion carried. Motion Gau/Vandemark to approve the agreement with JEO for the Wastewater Facility Plan and Antidegration Alternative Analysis Project. Ayes: 5 Motion carried. City Administrator Koch reported the garbage sign-up is going well with about half received. She also reported letters will be going out soon to property owners who need to trim trees with a deadline of December 15, 2024 to have the trimming completed. Koch then let the council know she has sent out 7 letters on nuisance abatements. Public Works Director Androy reported they are trying to stay ahead of the leaves and is constantly working on upgrading gas lines & meters. Police Chief Jensen reported a citizen had requested a STOP sign at the corner of 11th St & Park. Motion Gau/Vandemark to adjourn at 8:35pm. Ayes 5 Motion carried. MVTN 11-20-24
