CITY OF LOGAN CITY COUNCIL MEETING 108 W. 4th STREET February 6, 2023 At 6:00 P.M. Mayor McDonald called the meeting to order. Agenda item 2 was the Pledge of Allegiance. Agenda item 3 was roll call. Council Members Hinkel, Sporrer, Moss, Fisher and Scheuring and Mayor McDonald were present. Agenda item 4 was to approve the agenda. Motion was made by Fisher and seconded by Moss to approve the agenda. 5 ayes. Agenda item 5 was to approve the consent agenda which consisted of approving the minutes of the January 23rd regular meeting with a change to the minutes on item 16, the Police Chief will only be purchasing a new shotgun, setting a date of February 27 for the next regular meeting, and approve the claims register. Motion was made by Moss and seconded by Hinkel to approve the consent agenda. 5 ayes. Agenda item 6 was establishing a Visioning Committee to recommend and implement future projects as identified in the Community Visioning final report and feasibility study. Tammy Hinkel, Bruce Niedermyer, Mat Gross, Christana Troshynski, Council Member Hinkel and Council Member Scheuring will be the committee at this time. Motion was made by Hinkel and seconded by Scheuring to approve establishing a Visioning Committee to recommend and implement future projects as identified in the Community Visioning final report and feasibility study. 5 ayes Agenda item 7 was the Visioning Committee to present their survey results and direction for future projects. Tammy Hinkel reported they have 117 responses so far. Tammy presented their priorities of #1 as trails and safe route to school. The committee is also working with the school grant writer on the safe route to school. The council discussed setting aside $40,000 in next year’s budget from the Local Option Sales Tax fund for the trails/safe route to school project. Agenda item 8 was to approve allowing the Visioning Committee to use the City of Logan as a Fiscal Sponsor to apply for the Harrison Co. Community Foundation for grant funds. Motion was made by Hinkel and seconded by Sporrer to allow the Visioning Committee to use the City of Logan as a Fiscal Sponsor to apply for the Harrison Co. Community Foundation for grant funds. 5 ayes Agenda item 9 was the Logan chamber update. No update was given. Agenda item 10 was to approve setting a date for a Public Hearing to hear comments for or against approving the FY2023/2024 proposed property tax levy and requested tax dollars. Motion was made by Scheuring and seconded by Fisher to set February 27th as the date for the Public Hearing to hear comments for or against approving the FY2023/2024 proposed property tax levy and requested tax dollars. 5 ayes. Agenda item 11 was the Clerk’s report. Agenda item 12 was citizen’s questions/comments. A citizen was present and discussed a dispute with their water bill. The clerk will review everything and present to the council at the next meeting. If any errors are found they will be corrected the Mayor said. Agenda item 13 was budget work session. The clerk recommended using the civic center tax levy which adds up to 13.5 cents to the tax levy. This would bring in about $6,000 to help with the support of the community center expenses. Since the legislature is reducing the amount of general fund taxes, this will help to make up some of the loss to the City. A street sweeper was also discussed and it was decided to wait until later in the summer to look at a replacement and then the payments would start in the next fiscal year.
