CITY OF MISSOURI VALLEY CITY COUNCIL MEETING MISSOURI VALLEY PUBLIC LIBRARY TUESDAY, FEBRUARY 21, 2023 6:00 P.M. Correction to February 7, 2023 minutes. Let it be noted that Council Member Ford excused himself from the closed session. He did return for open session. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Ford, Taylor, Stueve, and Tuttle. Struble was absent. Citizens attending Adam Bellis, Dakoda Tish, Jeannie Wortman, MJ Buckley, David Reisz, Philip Davis, Trina Zomers, Charles Crinklaw, Trenton Zomers, Clint Sargent, John Harrison, Linda Coddington, Kory Preston, and Rich Gochenour. The Pledge of Allegiance was recited. Motion to approve the Agenda for February 21, 2023, made by Taylor, second by Stueve. Motion passes. 6:01 p.m. Public hearing was held on Proposed Property Tax Levy for FY July 1, 2023 to June 30, 2024. There were no written or oral objections. Motion to close public hearing made by Stueve, second by Tuttle. Motion passes. 6:05 p.m. Public hearing was held on Urban Revitalization Plan Application for 204 E Erie Street. There were no written or oral objections. Motion to close public hearing made by Taylor, second by Stueve. Motion passes. After questions on the Consent Agenda a motion to approve was made by Taylor, second by Stueve. Motion passes. Jeannie Wortman with the Missouri Valley Chamber of Commerce requested to use Missouri Valley City Park for Music in the Park each Thursday for the months of June, July, and August. Council approved the request. She updated Council for the Mo. Valley Rally. She requested the fees be waived for Grooms Hall, the Kitchen and the Grandstand for August 11-13th. Council agreed to put on the next agenda. Trina Zomers, from Jump Omaha, addressed Council about upkeep at the airport. She stated that there is a hole at the entrance that needs filled. She also stated that the runway and taxi way has deteriorated to rock, doing damage to the planes. She stated that a farmer was driving their equipment on the runway also causing damage. Council would like her to put a list together of everything that needs addressed. Phillip Davis from Harrison County Emergency Management, addressed Council about the New Mass Notification System. He stated that while the City of Missouri Valley has about 2,600 residents, only 20% are currently signed up to receive alerts. This is a free service and each citizen is encouraged to sign up. Posting flyers, updating Facebook, City of Missouri Valley Website, and delivering post cards to the citizens might increase the percentage of citizens signed up for alerts. Project Updates: Jake Zimmerer addressed Council about Highway 30 resurfacing. The plan is to do all construction on weekends so it does not impact traffic. The city will be responsible for the cost associated with the outer lanes and IDOT has requested the city paint the parking stripes as that is not part of the project. They will communicate with the city when they have a start date. Council asked if they could extend the resurfacing further from 9th street to around the curve on Highway 30. 2022 Street projects is out for bid. Bidding is at the next meeting in March. One base bid for Superior, the other two streets as alternates. This will give the city flexibility to accept the bids that we can afford. The city does have a $200,000 USDA grant as long as there are matching funds to help with the cost. Bluffs Paving was told they would have pipe in April for the Highway 30 Water Main Replacement. As soon as they get the pipe, they will be on sight to finish the project. USDA Well Improvement project is finally moving on to the review stage, they are doing a site survey. Zimmerer submitted a Flood Plain Permit for the City, to which they stated we did not need a state wide permit. People Service Update: Completed all monthly samples and sent report to IDNR. Received a monitoring violation for bacteria in November 2022. Called IDNR and retook samples until it came out safe. Tish talked with IDNR about Waste Water Lagoon monitoring and he will add an extra test in the monitoring. Tish will be working on doing a facility study to solve the continuous issues. Motion to accept quote from Hawkeye Truck Equipment for Dump Body and Hoist Replacement for the FY23/24 budget made by Taylor, second by Stueve. Motion passes. After discussion about Missouri Valley Aquatic Center Pump House foundation repair quotes, a motion was made to Table until further information is gathered made by Taylor, second by Stueve. Motion passes. Motion to approve the Council Code of Conduct made by Ford, second by Taylor. Motion passes. Discussion on goat grazing on specified City property. Tish got approval from the DNR to have goats at the lagoon. Tuttle is worried about erosion around the lagoon. Ford stated that he does not like the idea of goats grazing around the lagoons. No action was taken. Motion to approve Resolution 23-06 Maximum Property Tax Dollars Requested for Fiscal Year July 1, 2023 to June 30, 2024 made by Ford, second by Stueve. Roll Call: Tuttle, Ford, Stueve, and Taylor. Motion passes. Motion to Table setting a Public Hearing for FY 23/24 Budget made by Stueve, second by Tuttle. Motion passes. Motion to Table replacing the radio in Parks Department Truck for further information made by Taylor, second by Stueve. Motion passes. Motion to enter into exempt session at 6:51 p.m. pursuant to Iowa Code section 20.17 (3): “3. Negotiating sessions, strategy meetings of public employers, mediation, and the deliberative process of arbitrators shall be exempt from the provisions of chapter 21.” Made by Taylor, second by Tuttle. Roll Call: Tuttle, Ford, Stueve, and Taylor. Motion passes. Motion by Taylor, seconded by Stueve to enter into open session at 7:07 p.m. with no action taken. Motion by Taylor, second by Stueve to go into closed session at 7:08 p.m. per IA Code 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation. Motion by Taylor, seconded by Stueve to enter into open session at 7:28 p.m. A motion to increase Katie Moyer’s pay $1.50 made by Stueve, second by Taylor. Ayes: Taylor, Stueve, and Tuttle. Nay: Ford. Motion passes 3-1. Tuttle wanted to give prayers to Travis Short family. Mayor Kelly stated that the Council has all been invited to the FFA Banquet on Thursday, March 16, at 5:30 p.m. being held at the Missouri Valley High School. Colglazier discussed with Council the Emergency Management Symposium. She would like someone to go, no council could make it. John Harrison volunteered to go.
