CITY OF MISSOURI VALLEY CITY COUNCIL MEETING RAND COMMUNITY CENTER TUESDAY, NOVEMBER 15, 2022 Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. with the following Council Members present: Stueve, Ford, Tuttle, Taylor and Struble. Citizens attending Dakoda Tish, Jody Reicks, Caleb Wohlers, Pam Adams, Rich Gochenour, Jeannie Wortman, Adam Bellis, Mary Jo Buckley, and Renea Anderson. The Pledge of Allegiance was recited. Motion to approve the November 15, 2022 agenda made by Struble, second by Taylor. Motion passes unanimously. After questions about claims list a motion to pass the consent agenda was made by Struble, second by Stueve. Motion passes unanimously. There were no inquiries from citizens. Project updates: USDA Water System Improvements. A motion to approve Application for Payment 4 from Bluff’s Paving & Utility for $16,973.56 made by Stueve, second by Tuttle. Motion passes unanimously. 1st and Michigan Repairs-Emergency Paving: A motion to approve application for payment 2 form Bluff’s Paving & Utility for $78,734.29 made by Struble, second by Stueve. Motion passes unanimously. 1st and Michigan Repairs-Water: A motion to approve application for Payment 1 from Bluff’s Paving & Utility for $72,557.47 made by Taylor, second by Stueve. Motion passes unanimously. 1st and Michigan Repairs – 1st Street to West Street: A motion to approve Resolution 22-51 awarding and entering contract in the amount of $157,928.65 with Bluff’s Paving & Utility for Michigan Repairs, 1st Street to West Street made by Taylor, second by Stueve. Motion passes unanimously. Fire Department Update: Fire Chief Wohlers presented an application from Dakoda Tish. A motion to approve new candidate pending physical and background check made by Taylor, second by Stueve. Motion passes unanimously. Park Board Update: Board Member Buckley updated the council and also, stated Kerri Kratky wants to raise money to make park handicap accessible. People Service Update: Tish presented the council his report and stated he has been updating Diamond Map and he is talking with residents about low water pressure in certain areas. Tish answered Stueve’s questions about the unaccounted-for water diagram. Discussion to accept the quote from Electric Pump for the pumps for the lift stations. A motion to table the discussion made by Taylor, second by Stueve. Motion passes unanimously. Motion to reimburse Jody Reicks, 412 N 6th St, for over average usage on water bill to be credited to account made by Taylor, second by Tuttle. Motion passes unanimously. Pam Adams, Director of business Development for Long Lines Broad Band, discussed the expansion of fiber to businesses. Construction will start next year. Engineering is happening now. It will start out by Woodhouse going East toward Woodbine. This will help with business expansion. Motion to waive 3rd reading Ordinance Amending Chapter 122 Peddlers, Solicitors, and Mobile merchants of the Code of Ordinances of the City of Missouri Valley, Iowa to include Mobile Food Truck made by Struble, second by Tuttle. Motion passes unanimously. Motion to approve Resolution 22-52 FY 21/22 Annual Urban Renewal Report made by Struble, second by Taylor. Motion passes unanimously. Motion to approve Resolution 22-53 allowing the mayor sign the IDOT Federal-aid Agreement for the FFY 2023 City Bridge Program made by Struble, second by Tuttle. Motion passes unanimously. Discussion on adding cameras for city hall and fire hall was had. After many questions, a motion to table discussion made by Stueve, second by Struble. Motion passes unanimously. Motion to accept S. 10th St parcel that Harrison County is offering take deed and then sign over to the city at zero cost made by Struble, second by Stueve. Motion passes unanimously. Council Comments: Tuttle thanked The Buss’s for the Contribution to the Larry and Bunny Buss Regional Center. Grand opening was phenomenal. City Administrator: Colglazier discussed her comments with the Council. Motion to adjourn meeting at 6:50 p.m. made by Taylor, second by Ford. Motion carries unanimously.
