CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, February 6, 2023 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:02 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Mary Seago, and Karen Breyfogle. Jim Rains present by phone. Council members absent: Terry Coyle. Staff present: Alyx Hirst, Steve Hinkel and Christine Hussing. Public present: none. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by M. Seago. Motion carried 4-0. d. Approval of Minutes Motion to approve the January 9th meeting minutes by J. Glennie and seconded by K. Breyfogle. Motion carried 4-0. Consideration for approval of the January 23rd meeting minutes was tabled until the next meeting. e. Approval of Claims as Presented J. Glennie made a motion to approve all claims as presented. Motion was seconded by K. Breyfogle. Motion carried 4-0. 2. Public Comments None 3. Community Center/Facility Report None 4. Library Report Christine Hussing reported that AM Electric installed a new surge protector on the breaker panel to help with the damaging power surges that have been happening at the library. This surge protector and labor costs were paid for with an ICAP Grant. 5. Fire Department Report None 6. Old Business None 7. New Business a. Public Hearing for FY July 1, 2023-June 30, 2024, Proposed Property Tax Levy K. Breyfogle motioned to open the public hearing at 7:10 p.m. with a second by M. Seago. Motion carried 4-0. Clerk Hirst reported that the increase was due to the rise in insurance costs stating that the city’s insurance agent expected an increase of 15%-20% over last year. All the other levies proposed were almost the same as the last two years. No written comments were received. No public comments were heard. Motion to close the public hearing at 7:12 p.m. by K. Breyfogle and seconded by J. Glennie. Motion carried 4-0. b. Resolution #2023-06: Approving FY2023-2024 Maximum Property Tax Levy Motion to approve Resolution #2023-06 by K. Breyfogle and seconded by M. Seago. Roll call. All ayes. Motion carried 4-0. c. Approval of the Refundable Advance for Construction Underground Electric Service Extension Proposal for the Speculative Use for the new water treatment plant location on Cedar Street. Motion to approve the refundable advance for underground electric distribution for the new water plant project in the amount of $77,891.24 by K. Breyfogle. The motion was seconded by J. Glennie. Motion carried 4-0. This advance will not accrue interest and shall be subject to refund from the date of original advance payment. This will span a six-year period at the rate of 50% of the annual metered electric service bill. d. Resolution Approving Post-Issuance Compliance Policy Motion to approve Resolution by M. Seago and seconded by K. Breyfogle. Roll call. All ayes. Motion carried 4-0. This Resolution implements policy that the City and the city clerk herein named as the Coordinator, must comply with various requirements under the Internal Revenue Code and Income Tax Regulations when dealing with tax-exempt governmental Bonds. This includes the continued review of post-issuance obligations and maintenance of all records. e. Approval of Tax Exemption Certificate K. Breyfogle moved that the form of Tax Exemption Certificate be placed on file and approved. M. Seago seconded the motion. Roll call. All ayes. Motion carried 4-0. f. Resolution Authorizing the Issuance of $2,908,000 Water Revenue Capital Loan Notes Anticipation Project Note, Series 2023. Motion by M. Seago to introduce the following Resolution and move its adoption. J. Glennie seconded the motion to adopt. Roll call. All ayes. Motion carried 4-0. This Resolution states that to pay the water plant project costs, it was determined that the City borrow the sum of $2,908,000. The City is using Midstates Bank as their Lender and the Note shall mature on August 17, 2024. g. Resolution #2023-07: Approval of Employee Handbook K. Breyfogle motioned to approve Resolution #2023-07 and it was seconded by M. Seago. Roll call. All ayes. Motion carried 4-0. This Resolution adds a Seatbelt Policy and a Return-to-Work Policy to the Employee Handbook. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst reported that most of her hours this month have been spent working on water plant paperwork and working with the bond counsel and Midstates to execute the loan. Alyx also reported that she spoke with Allied Appliance and the stoves for King’s Court are still on backorder but should be shipped on 3/13/2023. 10. Public Works Report Steve reported complaints about parking in the alley at the community center. He also stated that the tree pile from the storm this summer at the new water plant is almost gone. Lastly, Steve reported that the gutter guards at King’s Court have been leaking. 11. Commissioner Reports None 12. Other Business None 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by J. Glennie. Motion carried 4-0.
