Harrison and Pottawattamie Drainage District has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub- recipient. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Sub-Applicant: Harrison and Pottawattamie Drainage District Project Title: 801315- Harrison and Pottawattamie Drainage District June 24 Event, PA-IA-4796-PW-801315 Location of Proposed Work: Cross Dike between the Boyer River and Allen Creek starting near the dead end of 140th St, Missouri Valley, IA and Boyer River Start GPS Latitude/Longitude: 41.46332, -95.91297 End GPS Latitude/Longitude: 41.46341, -95.91703 Special Flood Hazard Area Zone: This project will perform work in the AE Zone, the area of 1% annual chance of flooding, per FEMA Flood Map Service Center FIRM panel 19155C0225E, dated 2.4.2005. Proposed Work and Purpose: Harrison and Pottawattamie Drainage District proposes to use FEMA Public Assistance Grant funds to replace 1,542 CY of unclassified fill from scour; replace 29,082 SF of brome/road mix grass for erosion control; replace 1,665 CY of unclassified fill from levee riverside. Mitigation consists of raising the cross dike to match the adjoining levee district elevations. Work will regrade the slopes from a 2:1 vertical rise to a 4:1 vertical rise, making the slope broader. This will reduce the effect of wave action upon the dike. Project Alternatives: Alternative #1 (No Action): The no-action alternative would not be appropriate because for this Harrison and Pottawattamie Drainage District location, the Cross Dike connects protective levees on the Boyer River to the protective levees on the Allen Creek Ditch. This prevents overflow from flooding of the Missouri River. By not taking actions to repair the Cross Dike, further flooding and erosion would occur on the agricultural lands protected by the levees. Alternative #2 (Repair In-Kind): The in-kind alternative is not being proposed by this grant. Repairing back to pre-disaster conditions will leave the cross dike vulnerable to future flooding events. Alternative #3 (Mitigation): Mitigation will be involved in this project. Harrison and Pottawattamie Drainage District mitigation consists of raising the cross dike to match the adjoining levee district elevations. Maintaining the 12-foot wide top width and widening the riverside slope from 2:1 to 4:1 will reduce wave action and subsequent erosion against the side of the levee during flooding. Work will restore embankment by the cross dike for erosion control. Comment Period: This will serve as the final public notice regarding the above‐described action funded by the FEMA PA program.
