Harrison County Board of Supervisors July 16, 2026 Chairman Brian Rife called the meeting to order with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Wilkerson, second by Smith. Motion carried. Minutes from July 9th and July 14th were approved on a motion by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Paul J. Rhoten, Michele Stirtz, Tina Fagan, Jack Jones, David Sherer, John Rasmussen, Daniel Newcomer, Marilyn J Mentzer, Thad Pothast, Doug Pitt, Jed Vonnahme, Tammy Vannahme, Michelle Kersten, Shelia Phillips, Lee Zion, Kaitlin Newcomer, Ronald Bousquet Public Hearing for Ivanhoe Lane Road Vacation Chairman Brian Rife opened the public hearing as advertised. Engineer Rasmussen provided information on the proposed vacation and read one letter that he had received in support of the vacation from Jeremy Majeres. Comments were heard from residents that own property on the road. Daniel Newcomer provided comments against the proposed vacation due to not being able to access his property. Jed and Tammy Vonnahme along with Doug Pitt provided comments in favor of the vacation. Motion to close the public hearing by Wilkerson, second by Smith. Motion carried. Drainage Invoices for Bolton & Menk and Fox Dirt The Board met as Trustees for the C&R Levee and South Nobles Lake Drainage District. Michelle Kersten, Drainage Clerk, presented the Board with information and after discussion the following were approved: Pay invoice to Bolton & Menk, Inc in the amount of $10,144.50 for professional services was unanimously approved on a motion by Wilkerson, seconded by Smith. Pay invoice to Fox Dirt in the amount of $10,200.00 for tube and riprap work was unanimously approved on a motion by Smith, seconded by Wilkerson. Tax Abatement for Abandonment at 408 2nd St Little Sioux Treasurer Shelia Phillips presented the Board with the request from the City of Little Sioux to abate taxes for an abandoned property at 408 2nd St in Little Sioux. The property has been awarded to the City of Little Sioux by the courts lien free. Motion to approve by Smith, second by Wilkerson. Motion carried. Appointment to Condemnation List The Board had one individual, Keva Soma, that was appointed last week that does not live in the County and needed to be replaced. Smith recommended Desiree Promnitz, second by Wilkerson. Motion carried. Sheriff Deputy Appointment Sheriff Doiel presented the Board with the requested appointment for the new Sheriff Deputy. Motion to appoint Morgan Beckner by Smith, second by Wilkerson. Motion carried. Discussion on IT Budget and Expenses Discussion regarding how department IT expenses will be handled and what budget will be responsible for paying them. IT Director Dorland has spoken with several department heads regarding what services they are going to need and anticipated costs. Discussion on Public Health TCE Statement Public Health Director David Sherer provided an update on the TCE statement that was passed by the Harrison County Board of Health at their monthly meeting. Comments Marilyn J Mentzer – Comments regarding Board of Health meeting With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried. A general discussion on County issues was held. No action was taken. Motion to approve the tentative agenda was made by Smith, second by Rife. Motion carried. Canvass Election Results for Little Sioux City Special Election WHEREAS, the Special Election was held as prescribed by law on July 14, 2026, and; WHEREAS, the Board of Supervisors and ex officio Board of Canvassers have canvassed the vote of said election in accordance with §43.49 and §50.24 of the Code of Iowa, now therefore; BE IT HEREBY RESOLVED that we, the undersigned members of the Board of Supervisors and ex officio Board of Canvassers of Harrison County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the SPECIAL ELECTION, held July 4, 2026, and that no obvious clerical errors were identified during the canvass. Sixty-Four (64) people voted at the polls on election day. Zero (0) absentee ballots were accepted for counting. Zero (0) provisional ballots were accepted for counting (included in absentee total). A total of Sixty-Four (64) people voted. Results Marty McColley – Thirty-Five (35) Votes Cristi Zack – Twenty-Nine (29) Votes WE THEREFORE DECLARE Marty McColley to be duly nominated for the office of City of Little Sioux - City Council To Fill A Vacancy Motion to accept the results as presented by Smith, second by Rife.
