Harrison County Supervisors Meeting April 4, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Rife, second by Straight. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Bill Nelsen, Paul J. Rhoten, Rebecca Wilkerson, Katelyn Pigsley, Teresa Crosgrove, Stephanie Blackford, Deena Nelson, Thomas J. Kallman, Jenelle Gorham, Danny Cohrs Noxious Weeds Weed Commissioner Thad Pothast discussed the annual noxious weed resolution with the Board. No changes from last year. Motion to approve by Rife, second by Straight. Motion carried. Special Assessment Regional Water representatives, Thomas Kallman and Katelyn Pigsley, discussed the need for a special assessment on property located at 3827 Hwy 44 due to a past-due water bill. Motion to approve by Rife, second by Straight. Motion carried. Special assessment will be filed with the County Treasurer. Liquor License A renewal liquor license application from Good Fellows (golf course location) was approved on a motion by Straight, second by Rife. Motion carried. HVAC Auditor Bonham presented two proposals for needed HVAC service at the Courthouse. • $19,634 replacement of two units • $7,964 replacement of inline pump Motion to approve both proposals was made by Rife, second by Straight. Motion carried. Credit Card Policy Auditor Bonham requested updating the county’s credit card policy to include awards, bonuses or cash back could not be earned by the employee on any county purchases. Motion to approve by Rife, second by Straight. Motion carried. Sam’s Plus Membership Rife made the motion to approve the cancellation of Engineer Struble’s Sam’s Plus Membership effective immediately, second by Straight. Motion carried. Engineer County Engineer Steve Struble gave an update of projects and activities to the Board. FM Asphalt Resurfacing on L34/Overton Avenue South of Logan – Harris Grove to Pott County 7.7 miles – Project was bid on March 19th in Ames. Low bidder was Western Engineering at $1,024,849.20. Motion to award the project to Western Engineering and authorize Chair to sign contract was made by Rife, second by Straight. Motion carried. Morgan #3 Bridge on K45 North of Mondamin – Contractor plans to start project around May 1st. Jefferson #1 Bridge over Boyer river on Parker Trail – Board approved the final payment of $30,000 to Dixon Construction on a motion by Rife, second by Straight. Motion carried. Engineer Struble reviewed his FY25 Secondary Roads budget and five-year construction program with the Board. Motion to approve the FY25 Secondary Roads budget and five-year construction program was made by Straight, second by Rife. Motion carried. The Board approved an underground utility application from Zayo Group to place fiber optic cable in Jefferson & Washington Townships on a motion by Straight, second by Rife. Motion carried. FY25 Budget The Board reviewed the FY25 budget. Proposed levies would be 6.70869 for urban areas and 9.71846 for rural areas per $1000 of taxable valuation; a decrease of $0.05999 and $0.15028 respectively. Rife made the motion to set the public hearing for the budget on Thursday, April 25th at 10:00 a.m., second by Straight. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Public comments were heard on county budget, conservation, wetlands, and salaries. With business of the day completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
