Harrison County Supervisors Meeting February 9, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten Bank Reconciliation Treasurer Shelia Phillips presented January bank reconciliations for the Board to review. Cancel Outstanding Treasurer’s Checks Treasurer Phillips requested the cancellation of outstanding checks written over one year old. Motion to approve by Rife, second by Smith. Motion carried. Resolution Naming Depositories Treasurer Phillips presented the resolution naming depositories for Harrison County funds. No changes from previous resolution. Motion to approve by Smith, second by Rife. Motion carried. Investment Policy Treasurer Phillips reviewed her investment policy with the Board. Motion to approve by Smith, second by Straight. Motion carried with Rife voting nay. Health Insurance Megan Reffett, Deputy Auditor, reviewed the proposed health insurance rates for FY24 with the Board. Preliminary health insurance rates are expected to increase 19.5%. However, SilverStone Group will continue to work on ways to reduce the increase. Vision plan will move from UHC to Ameritas for 7/1/23. No changes to the dental plan. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,749.92 was approved on a motion by Rife, second by Smith. Motion carried. Courthouse Painting Bid A bid for painting two offices in the courthouse from Prairie Valley Painting in the amount of $2,700 was approved on a motion by Smith, second by Rife. Motion carried. Liquor License The liquor license renewal for Logan-Missouri Valley Country Club was approved on a motion by Rife, second by Smith. Motion carried. FY24 Budget The Board worked on the FY24 budget. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried. Timekey Enterprises bid $800,707 and Chicago Lumber bid $714,490. Bids will be reviewed and presented to the Board on Thursday, February 16th.
