Harrison County Supervisors Meeting January 26, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Rebecca Wilkerson, Lisa Lima, Anna Killpack, Kenneth Kline, Mara Kline, Lacey Ardery, Rodney Plath, Linda Faylor Safety Meeting A safety meeting was held. Others in attendance included: Emily Allmon, Felicia Geith, Brandon Doiel, Philip Davis, Lacey Ardery, Mark Warner, Jeff Brehmer. Auditor Bonham reviewed the updated seat belt policy and return to work policy. Motion to approve the seal belt policy was made by Smith, second by Rife. Motion carried. Motion to approve the return to work policy was made by Rife, second by Smith. Motion carried. Past safety topics and the need to hold safety meetings were discussed. IMWCA’s estimated premium schedule was reviewed showing the County’s experience modification factor at .66, which is very good. ICAP’s property rates will be going up and to budget an increase of 15%. Future meetings will review cyber crime and preventing carpal tunnel. Next meeting will be in April. NAMI Southwest Iowa Anna Killpack and Lisa Lima discussed the services of NAMI Southwest Iowa (National Alliance on Mental Illness). They help families and individuals living with mental illness build better lives through advocacy, peer support, and education. NAMI was a recipient of the ARPA funds. Website: www.NAMISouthwestIowa.com or call 712-542-7904 Harrison County Fair Board Report Fair Board President Rodney Plath presented the 2022 fair board report to the Board and requested the FY23 annual contribution in the amount of $24,500. The Board directed the auditor to submit a claim for payment. Chairman Straight reminded Mr. Plath to keep the 4H kids a priority for the fair. 4H should be the main focus. This year’s fair will be July 18 thru July 24. Animal Control Sheriff Doiel discussed the animal control officer with the Board. Sheriff will work with current staff to perform these duties. Additional money will be needed in his budget for FY24. Proposed Faylor Drainage District Mara and Kenneth Kline spoke with the Board regarding the proposed new Faylor Drainage District. They voiced that they did not want to be in the new district because they would not receive any benefits from it. They presented a court ruling from 2019 that stated they were not required to help pay the costs for the pump that is ran to drain the land that would be included in the proposed new district. The Board advised the Kline’s to put all objections in writing before the hearing which will be held on the proposed new district on February 16th at 10:00 A.M. Coulthard Levee The Board met as Trustees for the Coulthard Levee. Elizabeth Lenz, Drainage Clerk, presented the board a contractors pay request #3, payable to Peterson Contractors, Inc., in the amount of $26,759.76. On a motion by Smith, second by Rife, the pay request was unanimously approved. Martin Luther King, Jr Day Motion by Rife, second by Smith to add Martin Luther King, Jr day as a county holiday starting in 2024. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,882.82 was approved on a motion by Smith, second by Rife. Motion carried. Western Iowa Workforce Development The Board approved the following resolution on a motion by Rife, second by Smith. Motion carried. A RESOLUTION TO WITHDRAW FROM THE ARTICLES OF AGREEMENT WHICH FORMED THE WORKFORCE DEVELOPMENT CHIEF ELECTED OFFICIAL CONSORTIUM FOR THE WORKFORCE INNOVATION AND OPPORTUNITY ACT OF 2014 WHEREAS, Harrison County previously signed a resolution to approve the Articles of Agreement creating the Workforce Development Chief Elected Official Consortium (CEO) together with 17 other counties in western and southwestern Iowa, known as the “Western Iowa Workforce Development Area” or WILWDA; and, WHEREAS, this 28E Agreement was filed with the Iowa Secretary of State on July 7, 2020 and assigned filing number M512796; and, WHEREAS, Article 13 of the Agreement allows counties, at their sole option, to withdraw from the Agreement at least 90 days prior to the beginning of the fiscal year (April 1 or any year); and, WHEREAS, at their meeting on January 20, 2023, the CEO Board discussed the 28E Agreement, weighing the roles and responsibilities of counties as a result of the Agreement and impacts to services offered to their citizens both under the agreement and in absence of the Agreement; and, WHEREAS, the CEO Board voted 11-0 at this meeting, after this discussion, to dissolve the 28E Agreement. NOW, THEREFORE BE IT RESOLVED by the Harrison County Board of Supervisors that: 1. It does hereby invoke Article 13 of the Articles of Agreement which formed the Workforce Development Chief Elected Official Consortium for the Workforce Innovation and Opportunity Act of 2014 and withdraws from the Agreement at the end of the day June 30, 2023. 2. It understands and is its intention withdrawal of the Agreement by all 18 counties will terminate the Agreement. Engineer County Engineer Steven Struble met with the Board. Project updates include: Douglas 13 Bridge Replacement Project on Tama Trail – Staff is working on a set of plans for the modification of the concrete headwall on the 14’ diameter culvert that is needed to reduce the backwater on a residence. Need signed letter from Board to DNR requesting the modification. Letter will be approved/signed at next week’s meeting. Taylor 12 Bridge on F-50 over Allen Creek – Emmert Boiler’s request for an overload permit to cross F-50 with their 506,000 lb, 81’ truckload was discussed. The Texas Engineering firm working for Emmert requested more detailed design information on the prestressed concrete superstructure beams. They need to do a re-evaluation of the maximum moment and stress that will be produced in the beams by their load. County has requested the design details from the fabricator and are hoping to provide them by tomorrow. Engineer Struble required Emmert to provide the structural engineering analysis of the load’s effect on the bridge. Morgan 3 Bridge Replacement Project on K-45 South of the Soldier River – Hydraulic and hydrologic review by IDOT is complete. County is waiting the review by IDNR Flood Plains Department and review by IDNR Sovereign Lands. The blades have been out working on the rock roads trying to get as much material showing as they can. They are needing a little sunshine and warmer weather to get rid of all the ice and snow that is packed on the roads this week. FY24 Budget The Board worked on the FY24 budget. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
