Harrison County Supervisors Meeting January 5, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Mark VanDerHart, Paul J. Rhoten, David Sherer, Mike Henry, Lacey Ardery, Jack R. Jones, Rebecca Wilkerson, Mark Warner Tekamah Airport Mark VanDerHart met with the Board and requested the reappointment of Matt Pitt and Mike Henry to the Tekamah Airport Joint Zoning Board for four-year terms each. Motion to approve by Rife, second by Smith. Motion carried. Public Health Public Health Administrator David Sherer and Lacey Ardery met with the Board to review a request for a future budget amendment that includes the hiring of two additional part-time staff members. Public Health is seeing a rise in client load due to the closure of Westmont nursing home in Logan. Other expenditure increases include contracted therapy services, salaries, computer updates. Increased revenue will offset expenditures. The budget amendment will be done at a later date. Motion to approve the hiring of additional staff was made by Rife, second by Smith. Motion carried. Insurance Coverage 911 Towers Mark Warner reviewed the needed coverage for the 911 towers and will work with EMA Director Davis on the cost of the towers. County will continue to work on the needed agreement between 911 and the County on these towers. Coulthard Levee & C & R Levee Districts The drainage clerk, Elizabeth Lenz, presented the Board with the minutes from the December 13th, 2022 joint meeting with Pottawattamie County. On a motion by Smith, second by Rife, the minutes were unanimously approved. Copies of the minutes are on file in both the Harrison and Pottawattamie County Auditor’s offices. A bill for the C & R Levee District, from Hudson Law Firm, in the amount of $830.00 was unanimously approved on a motion by Smith, second by Rife. Engineer County Engineer Steven Struble met with the Board and reviewed the project updates. Douglas 13 Bridge Replacement Project on Tama Trail – Engineer Struble met with Jim Tremel to discuss the twin culvert option for replacing the 3-span timber bridge in his front yard. Mr. Tremel is willing to work with the County to improve the Level B dirt road (210th) on the south side of his property. Morgan #3 Bridge Replacement Project on K-45 South of the Soldier River – Engineer Struble received the NEPA Clearance for the Environment and Cultural Review. County will need to remove trees in the project site before March 1st. Smith asked about the large amount of corrugated metal pipe at the Harrison shed. Struble said that he restocked it from last year’s usage. Comments Rerbecca Wilkerson asked Engineer Struble about the road use tax dollars. Jack Jones asked where the County purchased gravel/rock. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
