Harrison County Supervisors Meeting March 16, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Dave Sparks, Paul J. Rhoten, Scott Nelson, Rebecca Wilkerson C & R Levee The Board convened as trustees for the C & R Levee District. Jon Rosengren, Drainage Engineer, attended by phone. Elizabeth Lenz, Drainage Clerk, was also present. Discussion was had regarding fill dirt for the south end of the C & R Levee District. Mr. Rosengren informed the Board that he could obtain all the required fill dirt from SNC Contractors whom are currently working on a project in Blair, Nebraska. This fill dirt would be less than other fill dirt because of the proximity and it would also be a better quality of fill dirt because of uniformity. This would also allow us to meet the deadline of June 30th for expending some of the State funds. On a motion by Smith, second by Rife, approval of the report by Bolton & Menk for off-site fill material for the C & R Levee to proceed to import dirt for construction of the south portion of the levee. Unanimous approval. On a motion by Rife, second by Smith, the minutes from January 10, 2023 were unanimously approved. FY24 Budget Conservation Director Scott Nelson advocated for a dollar amount raise for employees rather than a percentage raise. The Board requested Auditor Bonham to work on salary estimates using dollar amounts instead of percentages. Zoning Chairman Straight opened the zoning public hearings as advertised. Zoning Administrator Matt Pitt reviewed the following zoning requests: 1. A zoning request from Mike Leonard on approximately 4.5 acres from A-1 Agricultural to R 1 Rural Residential on property described as part of the SE NW of Section 14-79-42. 2. A zoning request from Daniel Boggs on approximately 6 acres from A-1 to R-6 Planned Development on property described as part of the SE SW of Section 24-78-44. No comments were received or heard. Motion to close the public hearings was made by Rife, second by Smith. Motion carried. Motion to approve the request from Mike Leonard from A-1 to R-1 was made by Smith, second by Rife. Unanimous approval. Motion to approve the request from Daniel Boggs from A-1 to R-6 was made by Rife, second by Smith. Unanimous approval. Opioid Settlement County Attorney Jennifer Mumm reviewed the opioid settlement agreements from Teva Pharmaceutical Industries, Ltd., Allergan Finance LLC, Walgreen Co., Walmart, Inc., CVS Health Corporation and CVS Pharmacy, Inc. Harrison County’s portion will be based on a formula from those nationwide government entities that join the settlement. Attorney Mumm will be back next week to request approval after the Board has had time to review the agreements. Comments Comments from the Farm Bureau meeting and the Missouri River Region meeting were given by the Board members.
