Harrison County Supervisors Meeting October 13, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Motion carried. Previous minutes were approved on a motion by Smith, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife, Steven Struble. HIPAA Compliance Program David Sherer, Public Health Administrator, discussed hiring a vendor to assist with the HIPAA compliance program. After review of several vendors, the Board agreed with Mr. Sherer that the ISAC program would be beneficial to the County. Mr. Sherer will request approval by the Board of Health. The yearly fee should be paid out of the public health. Mr. Sherer is willing to be appointed as the compliance/privacy officer. Bank Reconciliation Treasurer Shelia Phillips presented August property tax bank reconciliation and September motor vehicle bank reconciliation for the Board’s review. Tax Abatement Treasurer Phillips presented the following tax abatement requests for the Board’s consideration. * 2237 Hwy 30 – building on leased land. Request to abate taxes, penalty, interest. Motion to approve by Straight, second by Smith. Motion carried. * 2957 155th St – building on leased land. Request to abate taxes, penalty, interest. Motion to approve by Smith, second by Straight. Motion carried. * 4D Ave – Court ordered eviction. Request to abate taxes, penalty, interest. Motion to approve by Smith, second by Straight. Motion caried. * East St Clair St – roadway. Request to abate taxes, penalty, interest. Motion to approve by Smith, second by Straight. Motion carried. Upper Soldier #1 FEMA The Board met as Trustees for the Upper Soldier #1 Drainage District. Elizabeth Lenz, Drainage Clerk, presented a change order for an increase of $81,816.68 for the 2019 FEMA account. This was a change for the as-built quantities. The increase was approved unanimously on a motion by Straight, second by Smith. A pay request was also made for the Upper Soldier #1 2019 FEMA account in the amount of $237,838.27. It was unanimously approved on a motion by Smith, second by Straight. Engineer County Engineer Steven Struble met with the Board and gave updates on the following projects. Canadian National Railroad Underpass Bridge on L-20 – Engineer Struble discussed the project with Canadian National public works manager. They are planning to replace the span on Saturday, December 10 and are expecting to complete the job with less than one day of closure. 220th & Parker Trail 12 foot Diameter Structural Plate Pipe with Flume – Midwest Mechanical loaded and hauled the pipe from Harrison yard, unloaded it on site and set it in place. County crew banded it together and have started hauling gravel in to start the backfill process. No new updates on Taylor #12 Bridge Replacement on F-50 over Allen Creek, 194th Street HMA Overlay, Pike Trail, and Melody Oaks OttaSeal surfacing. The Board approved the Federal Aid funding agreement with IDOT for Panora surfacing project STP-S-CO43(95) – 5E-43 on a motion by Straight, second by Smith. Motion carried. The Board and Engineer Struble reviewed roads with developments such as chicken, cattle and hog confinements on them for possible inclusion on SS4A grant opportunities. Engineer Struble asked the Board for permission to hire an individual for the open mechanic’s position with the requirement to obtain a CDL within four months of hire even tho the Union contract calls for employees to have a CDL when hired. Engineer Struble realizes the Board can’t say to violate the union contract, but Struble said he could and the Board just couldn’t disagree. Chairman Utman thought it was shady. Engineer Struble stated that it is all on him. Both Chairman Utman and Member Straight voiced not to do it. Straight asked Struble to inspect the Newkirk off of Easton trail as he felt it needed brush control done in the area. County Medical Examiner Investigator CHI Health requested the removal of Jennifer Fulfs, RN, as a medical examiner investigator. Motion to remove the removal was made by Smith, second by Straight. Motion carried. Courthouse Elevator Auditor Bonham presented a work order from TK Elevator to install door restrictors on the elevator at a cost of $10,660.19. Motion to approve by Straight, second by Smith. Motion carried. Soil Compaction Analysis The Board approved participating in the Soil Compaction Analysis thru Iowa State Association of Counties and Iowa State University on a motion by Smith, second by Straight. Motion carried. Participation cost is $600. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Motion carried.
