Harrison County Supervisors Meeting October 6, 2022 Chairman Walter Utman called the meeting to order with members Tony Smith and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Motion carried. Previous minutes were approved on a motion by Straight, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Brian Rife, Rebecca Wilkerson, Scott Nelson, Mark Warner, Jerry Keizer, Steven Struble County Library Association Bruce Kocher (Missouri Valley Librarian), Christine Hussing (Mondamin Librarian), Kate Simmons (Logan Librarian), and Paula Evans (Dunlap Librarian) gave presentations about all libraries in the County to the Board of Supervisors. New Ordinances The Board discussed with Zoning Administrator Matt Pitt the need to develop ordinances for pipelines and wind turbines. The Board directed Mr. Pitt to contact Ahlers & Cooney to help with the writing of these ordinances and discuss the possibility of placing a moratorium on them while these ordinances are being considered. Smith asked Mr. Pitt to look into updating the County’s comprehensive plan as well. County Attorney Jennifer Mumm agreed to contacting outside counsel on these ordinances. 911 Towers Liability Coverage Mark Warner asked the Board about coverage for the 911 towers. The proposed agreement between Harrison County and EMA does state that EMA will pay for the property and liability coverage with Harrison County listed as an additional insured. Proposed New Levee District The Board unanimously approved, on a motion by Straight, second by Smith, to set the hearing date for the proposed new levee district for Thursday, November 17, 2022, 11:00 A.M., at the Rand Center in Missouri Valley, Iowa. Urban Renewal Report The Board approved the annual FY22 urban renewal report as presented. Motion to approve by Smith, second by Straight. Motion carried. Engineer County Engineer Steven Struble updated the Board on the following projects: Harrison-Monona Drainage District Repairs from 2019 Flood – Patrick Mouw, engineer with Veenstra & Kimm, asked for the County to furnish and haul granular material and provide road closure signage for part of the project involving moving the section of 125th Street just east of K-45 southward as part of their berm reconstruction project. The District would pay for all the dirt work associated with the change and potentially all associated costs with the change. Struble recommends that the surfacing should be included in the construction contract. The Board agreed, but no official action was taken. Canadian National Railroad Underpass Bridge on L-20 – Struble has reviewed the preliminary plans that show the new superstructure will be raised about 2 feet from 12’6” to 14’6”. The plans show a heavy protection beam on each side of the bridge to limit damage from high vehicles. Woodbine Pike Trail PCC Paving – After the City of Woodbine paved Pike Trail, they requested the County to pay $97,177. According to Engineer Struble, the cost would pay for itself in approximately 28 years. No action taken. Melody Oaks OttaSeal Surfacing Project – Contractor has been informed that the asphalt supplier will not honor the price quote for asphalt if the project is not completed this fall. 220th & Parker Trail 12 foot Diameter Structural Plate Pipe with Flume – County crew is placing the 12’ diameter elbow. Midwest Mechanical will assist in loading the 90’ & 38’ sections of pipe at the Harrison shed and unloading it at the site on Wednesday next week. The Board approved the FM voucher to IDOT to pay Sundquist Engineering $5,625 for project BRS-SWAP-CO43(89)—FF-43 on F-50 on a motion by Smith, second by Straight. Motion carried. The Board approved the contract to purchase right of way easement from Sieck & Find, LLC in the amount of $7,299.85 for a tract of land containing .65 acres in the NW NE of Section 9-79-42 and also a temporary easement for a strip along the borrow area in the amount of $100. Motion to approve by Smith, second by Straight. Motion carried. Claims Claims, as presented, were stamped allowed. Comments Straight showed picture of the area on Niles Trail to Engineer Struble that he felt needed inspected due to the drop off. Straight pointed out from the September 22, 2022 minutes that confirms he does not always vote the same as Chairman Utman on issues as being said by a few county residents. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Motion carried.
