Minutes of Regular Meeting Board of Directors The Missouri Valley Community School District Monday, February 13, 2023 Call to Order President Jeff Janssen called the meeting to order at 5:30 P.M. on Monday, February 13, 2023, at the High School Media Center, 605 E. Lincoln Highway, Missouri Valley, Iowa. Roll Call Present: Jeff Janssen departed at 7:44pm, John Ferris, Joanna Barnard, and Bridget Myler Absent: Carrie Watson Also Present: Superintendent Christi Gochenour, Kristie Mason, Robin Holtz, Nate McDonald, Dave Hodges, Secretary Ashley Anderson, and four (4) guests. Approve Agenda Director Ferris approved the agenda as presented. Director Myler seconded. All Ayes; motion carried. Recognition and Communication: Visitors/Gifts/Services Kristie Mason introduced Evan White, a junior at Missouri Valley High School. Evan shared about his perfect bowling game that he achieved during a meet, participation with St. Alberts bowling team, past experiences, and his off season conditioning. CONSENT AGENDA Director Myler motioned to approve the consent agenda; to include the January 9th Regular Board meeting, the January financial reports and the board bills as presented with additional pages. Director Barnard seconded. All Ayes; motion carried. Board Bills Additional bills brought before the Board totaled $134,425.83. The bills totaled $678,401.76 as follows: $581,884.01 - General Operating Fund; $0.00 – Management Fund; $614.64 - Public Recreation Fund; $1,5442.50 - Capital Projects/1% Sales Tax Fund; $21,294.15 – Physical Plant and Equipment; $0.00 - Debt Services; $381.46 – Extended Care; $0.00 – School Store Enterprise Funds; $31,260.95 – School Nutrition; $24,524.05 - Activity Fund; $3,000.00 – Trust Fund; and $0.00 – Agency Fund. ADMINISTRATION Matt Walsh presented on the Activity Learning Center attendance and usage of the facilities. Administrators spoke and answered questions on these topics – winter athletic improvements, substitute utilization, maintenance projects, K-5 concert, current openings and applicants, Chapter 12 changes, Washington County Bank scholarship, career explorations and fleet management. BOARD GOVERNANCE Consider Approval of MVEA 2023-2024 Collective Bargaining Proposal No action. Approval of 2022-2023 High School Student Handbook Director Barnard moved to approve the updates to the 2022-2023 High School Student handbook as presented in exhibit IV-B. Director Ferris seconded. All Ayes; motion carried. Approval of Calendar Director Barnard motioned to approve the 2023-2024 District School Calendar as presented in exhibit IV-C. Director Myler seconded. All Ayes; motion carried. Approval of Policy Director Ferris motioned to approve the policy revisions as presented in exhibit IV-D. Director Barnard seconded. All Ayes; motion carried. Approval of Policy Director Ferris motioned to approve the policy revisions as presented in exhibit IV-E. Director Barnard seconded. All Ayes; motion carried. Final Reading of Policy Director Barnard motioned to approve the final reading of Policy 700 Series addendum as presented in exhibit IV-F with changes as discussed. Director Myers seconded. All Ayes; motion carried. First Reading of Policy No Motion Approval of Plan Director Barnard motioned to approve District Office Building Emergency Operations Plan as presented in exhibit IV-H. Director Ferris seconded. All Ayes; motion carried. Approval of Purchases Director Myler motioned to approve the Laser Engraver, Clear Touch Panels, CNC Machine, and Softball/Baseball Backstop as presented in Exhibit IV-I, 1-4, in the total amount of $134,706.60. Director Barnard seconded. All Ayes; motion carried. Approval of Bid Director Barnard motioned to approve the Omaha Door and Window bid of shop doors for $19,889.94 as presented in exhibit IV-J. Director Myler seconded. All Ayes; motion carried. HUMAN RESOURCES Approval of Resignations Director Myler motioned to approve the resignations of Andrew Fraher as a Para and Head Golf Coach, Kirsten Wilson as Dance Team Sponsor, Natalie Kirlin as Dance Team Sponsor, Nick Tennis as High School Assistant Baseball Coach, Rachel Buchmann as Elementary Teacher, and Lacy West as Girls Soccer Coach. Director Barnard seconded. All Ayes; motion carried. Issuance of Contract Director Barnard motioned to approve the issuance of contracts to Mike Tiffey as JH Boys Track Coach, Lacy West as Boys and Girls Golf Coach, and Derek Hansen as High School Assistant Football Coach. Director Myler seconded. All Ayes; motion carried. Issuance of Letter of Assignment Director Myler motioned to approve letters of assignments to Terry Myers as a Bus Driver, and Nicole Shada as a Para educator. Director Barnard seconded. All Ayes; motion carried. SUPERINTENDENT REPORT Superintendent Gochenour spoke and answered questions on the following: two-step authenticator for cyber security, legislature updates, public safety meetings, maintenance and grounds updates, threat assessment received, and upcoming fleet purchases. The district would like to thank the contributions of Missouri Valley Christian Church, Buss Regional Center, Pizza Ranch, Martinez Bakery, EcoWater Systems, and Culligan for supporting the public safety meetings.
