Minutes of the Regular Meeting Board of Directors The Missouri Valley Community School District Monday, October 10, 2022 Call to Order President Jeff Janssen called the meeting to order at 6:00 P.M. on Monday, October 10, 2022, at the District Office Conference Room, 109 East Michigan Street, Missouri Valley, Iowa. Roll Call Present: Jeff Janssen, Joanna Barnard, and Bridget Myler Absent: John Ferris and Carrie Watson Also Present: Superintendent Christi Gochenour, Secretary Teresa Griffith, and Dave Hodges. Approve Agenda Director Barnard approved the agenda, Director Myler seconded. All Ayes; motion carried. Recognition and Communication: Visitors/Gifts/Services None CONSENT AGENDA Director Myler motioned to approve the consent agenda: to include the September 12, regular board meeting minutes, the September financial reports and the board bills as presented with additional pages. Director Barnard seconded. All Ayes; motion carried. Board Bills Additional bills brought before the Board totaled $44,470.14. The bills totaled $376,500.95 as follows: $139,779.73 – General Operating Fund; $0.00 – Managements Fund; $49.99 – Public Recreation; $447.50 - Capital Projects/1% Sales Tax Fund; $7,487.00 – Physical Plant and Equipment; $171,988.50- Debt Services; $298.06 – Extended Care; $30,365.57 – School Nutrition; $0.00 – School Store enterprise Funds; $26,084.60- Activity Fund; $0.00 – Trust Fund; and $0.00 – Agency Fund. BOARD GOVERNANCE Approval of Agreement Director Barnard motioned to approve the Internet Auction Agreement with Purple Wave Auction as presented in exhibit V-A. Director Myler seconded. All Ayes; motion carried. Approval of Committee Director Barnard motioned to approve the School Improvement Advisory Committee as presented in exhibit V-B. Director Myler seconded. All Ayes; motion carried. Approval of Policy Director Barnard motioned to approve the final reading of policy 600-604; Educational Program as discussed in exhibit V-C. Director Myler seconded. All Ayes; motion carried. Approval of Policy Director Myler motioned to approve the first and final reading of policy 401.14 – Employee Expression, 408.1 – Licensed Employee Professional Development and 402.2 Child Abuse Reporting as presented in exhibit V-D. Director Barnard seconded. All Ayes; motion carried. Approval of Agreement Director Myler motioned to approve the Student Teaching Letter of Agreement with Western Governors University as presented in exhibit V-E. Director Barnard seconded. All Ayes; motion carried. Approval of Allowable Growth Director Barnard motioned to approve fiscal year 2022 ‘request for modified allowable growth and supplemental aid’ for our special education deficit in the amount of $200,187.49 as presented in Exhibit V-F. Director Myler seconded. All Ayes; motion carried. Approval of Priorities Director Myler motioned to approve the Board Priorities to read as follows: Priority One, option 2, Priority Two, option 2, Priority Three, option 2, and priority Four, option 1. Director Barnard seconded. All Ayes; motion carried. The priorities are listed as follows: Instruction and Student Learning – The Missouri Valley Community School District strives to create a positive learning environment by providing students and staff with the tools, training, and facilities needed to promote continuous student growth. Enhance Culture & Climate – The Missouri Valley Community School District fosters a culture where students, staff, and community members engage in positive interactions in order to enhance achievement, physical and mental health, and relationships for both students and staff. School Safety – The Missouri Valley Community School District works collaboratively with local, county and state agencies to create a safe and secure environment for all students, staff, and visitors and to ensure the school district is prepared to effectively respond to all emergencies that might affect safety or security of students and staff. Fiscal Responsibility – The Missouri Valley Community School District practices responsible budgeting by maximizing financial resources, and advocating for our district, while balancing student needs with a desire to ease the tax burden. Approval of Bid Director Barnard motioned to approve the Wheeldon Construction for the repair of the bus barn wall in the amount of 36,000.00 as presented. Director Myler seconded. All Ayes; motion carried. Approval of Resolution Director Barnard motioned to approve resolution authorizing issuance of individual procurement cards as presented in Exhibit V-I. Director Myler seconded. All Ayes; motion carried. HUMAN RESOURCES Acceptance of Resignations Director Barnard motioned to approve the resignations of April Kirby as Para, Teresa Griffith as School Business Official and Connie Cleaver as Van Driver. Director Myler seconded. All Ayes; motion carried. Approval of Contracts Director Myler motioned to approve the issuance of contracts to Mark Herman as Girls Basketball Assistant coach, Nathan Graham as High School Boys Track coach, Nathan Haynes, as Junior High Wrestling Coach, Frank Felner as Head Boys Soccer coach and Ally Epperly as Teammates Middle/High School coordinator. Director Barnard seconded. All Ayes; motion carried. Approval of Letters of Assignment Director Myler motioned to approve the letters of assignment to Leeann Kirby as Para and Bailey Koyle as Little Reds Helper. Director Barnard seconded. All Ayes; motion carried. SUPPERINTENDENT REPORT The Superintendent spoke and answered questions on these topics: equipment purchases, Jimmy King grant, safety meeting, School Business Official replacement and volleyball district play. ADJOURNMENT The next Regular Board meeting is scheduled for Monday, November 14, 2022, to begin at 6:00 P.M. Director Myler made a motion to adjourn the meeting, and Director Barnard seconded.
