PUBLIC NOTICE Honey Creek Drainage District No. 6, Honey Creek North Levee Spur, Pottawattamie County, Iowa, has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub- recipient. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Sub-Applicant: Honey Creek Drainage District No. 6, Honey Creek North Levee Spur, Pottawattamie County, Iowa Project Title: 807472- June Event Damage, PA-07-IA-4796-PW-00877 (PA-GM 816941), Honey Creek North Levee Spur Location of Proposed Work: Honey Creek North Levee Spur GPS Coordinates: Start GPS: 41.44405, -95.91865 Special Flood Hazard Area Zone: This project will perform work in a regulatory floodway, identified as the AE Zone or the area of 1% annual chance of flood risk, per Pottawattamie County FIRM panel 19155C0400E, dated 02/04/2005. Proposed Work and Purpose: Honey Creek Drainage District No. 6, Honey Creek North Levee Spur, proposes to use FEMA Public Assistance Grant funds to complete repairs to restore levee breech embankment with 6,549 CY of unclassified fill at GPS (41.44405, -95.91865), (80 ft L x 40 ft W x 4 ft D (x2)) + (120 ft L x 60 ft W x 15 ft D) + (Trapezoid Dimensions: 120 ft L; 10 ft H; Top W = 12 ft, Bottom Base W = 60 ft), excessive rains upstream caused the Missouri River to overflow and cause surface flooding which caused a levee breech and adjacent scour. 0% work completed. AND Embankment, 7,680 SF of Brome/road mix ground cover at GPS (41.44405, -95.91865), 120 ft L x 64 ft W, excessive rains upstream caused the Missouri River to overflow and cause surface flooding. 0% work completed. Project Alternatives: Alternative #1 (No Action): The no-action alternative would not be appropriate because it would leave the Honey Creek Drainage District No. 6, Honey Creek North Levee Spur vulnerable to more damage for future flooding and weather events. Alternative #2 (Repair In-Kind): This is the option being pursued by this grant. Work will restore the Honey Creek Drainage District No. 6, Honey Creek North Levee Spur back to pre-disaster condition, function, and design. Alternative #3 (Mitigation): No Mitigation is proposed with this location of the project.
