PUBLIC NOTICE Pigeon Creek Drainage District No. 2, Schultz Sub 3 has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub- recipient. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Sub-Applicant: Pigeon Creek Drainage District No. 2, Schultz Sub 3 Levee Breech, Pottawattamie County, Iowa Project Title: 807472- June Event Damage, PA-07-IA-4796-PA-00753, Schultz Sub 3 Levee Breech Location of Proposed Work: 22958 River Road North, Crescent, Iowa 51526, Pigeon Creek Sub 3 Levee GPS Coordinates: Start GPS: 41.32553, -95.92293 Special Flood Hazard Area Zone: This project will perform work in a regulatory floodway, identified as the AE Zone or the area of 1% annual chance of flood risk, per Pottawattamie County FIRM panel 19155C0400E, dated 02/04/2005. Proposed Work and Purpose: Pigeon Creek Drainage District No. 2, Schultz Sub 3, proposes to use FEMA Public Assistance Grant funds to complete repairs to restore levee breech embankment with 1,450 CY of impermeable clay fill, 145 ft. long x 30 ft. wide x 9 ft. deep and 145 ft. long x 45 ft. wide x 6 ft. deep along with restoring 8,410 SF of brome/road mix, 145 ft long x 58 ft wide. Restore levee breech embankment back to pre-disaster function and design. Project Alternatives: Alternative #1 (No Action): The no-action alternative would not be appropriate because it would leave the Pigeon Creek Drainage District No. 2, Schultz Sub 3 vulnerable to more damage for future flooding and weather events. Alternative #2 (Repair In-Kind): This is the option being pursued by this grant. Work will restore the Pigeon Creek Drainage District No. 2, Schultz Sub 3 back to pre-disaster condition, function, and design. Alternative #3 (Mitigation): No Mitigation is proposed with this location of the project.
