CITY OF MISSOURI VALLEY CITY COUNCIL MEETING CITY HALL CONFERENCE ROOM TUESDAY, AUGUST 02, 2022 1. Mayor Kelly presided over the meeting and called it to order at 6:00 p.m. Citizens attending included Robert Fairchild, Jeannie Wortman, Linda Coddington, Melinda Coddington, Tara Hernandez, Katie Preston, Kory Preston, Rich Gochenour, Mary Jo Buckley, Leonard Johnson, Jan Johnson, John Harrison, Caleb Wohlers, Sally Salter, Toni Kester, Wayne Kester, and Dakoda Tish. 2. The Pledge of Allegiance was recited. 3. The following Council members were present: Eric Ford, Sherm Struble, Patty Stueve, Kevin Taylor and Aaron Tuttle. 4. Mayor Kelly asked for council comments or additions. Stueve was 26A. 5. A motion to approve the agenda for August 02, 2022 was made by Struble, seconded by Taylor. Motion carried. 6. During the consent agenda, Minutes from July 19 and July 26 were not provided in Councils packet therefor were not approved. A motion to approve the Claims list consent agenda was made by Struble, seconded by Stueve. Motion carried. 7. Inquiries from Citizens: Robert Fairchild inquired regarding if position were filled by the Board of Adjustments. Meyer stated she will investigate this further. Lyle Waterhouse stated he had a water leak at 308 N. 3rd Street during the City Sewer Averaging months of January, February, and March. Lyle inquired why the Council did not approve his re-average for this property on June 21, 2022. Council agreed to reevaluate consumption regarding this property. Mary Jo Buckley updated regarding the Park Board rubber mulch for the City Park. It is paid for and looking to install after Labor Day. Buckley asked for assistance from City Park and Street Departments to help dig up old wood, take to the Tree dump, lay mat then place rubber mulch. 8. Chamber Update: Jeannie Wortman Thanked all Business, Organization, and the City employees that participated in the Harrison County parade on July 23. Wortman Thanked the City residents states they are aware the street closures are an inconvenience and apricates their understanding. She provided information on upcoming events for the Chamber. 9. Fire Department Update: Chief Caleb Wohlers stated full time EMS employees have started on August 01 and have responded to calls. Update on addition project still working on cost estimates. He has been applying for grants to help funding. 10. Library update: Bruce Kocher stated the library launched a new website coordinated with the State. They launched a new program with MV Schools called the “Wrap around Program”. Jeff Quinn entertained the kids with a Magic Show. The Goodrich Studio Players stopped by and preformed excerpts of You’re a Good Man, Charlie Brown. New added program “The Universal Youngs Club”. 11. Jake Zimmerer presented updates for Olmstead & Perry. USDA water system improvements; Highway 30 Water Main Replacement Project has started. Water services will be shut off late next week and the I 29 Highway Businesses will have a 48 hours’ notice. Kelly asked if they found a drain tube by Burger King? Fry no maintenance need for said drain tube. Zimmerer stated with the completion of Highway 30 Water Main Replacement Project the Council will have a pay out for the next meeting on August. Zimmerer brought up well should be finished up next week. USDA Well System, this project will be finished by the following week. Water System Control will follow the well project. 2020 Street Project are under way the survey has been completed design will be completed this fall. The roof replacement the contractor is in town this week to complete the asphalt shingle replacement the steel roofing is to be determined. Highway 30 Bypass will have a meeting on August 04th form 4:30pm to 6pm at the Rand Center. No other miscellaneous business. 12. A motion by Struble was made to approve Eagle Engineering Group as the City Engineer seconded by Tuttle. Motion carried. 13. The City is in the running for a USDA 50,000 grant to put toward the already; budgeted Street Project. Zimmerer volunteered to look in to the grant. 14. Discussed to pursue the Vacant Building Registration Harrison was asked to consult with the City Attorney. Harrison asked to consult with SWIPCO on the Zoning Ordinance Updates, Council Approved. 15. There was a discussion to sell the property at 302 S 10th Street the sale was tabled. Kelly suggested to have the Fire Department to have a controlled burn of the building for training purposes Council approved that. 16. The updated Employee Handbook was discussed and tables due to lack of paperwork. 17. A motion by Ford to refund $175.00 to Maria Liwai for pool party seconded by Struble. Motion carried. 18. There was discussion on the re-averaging of sewer rates for the individuals whom reported leaks during the first three months of 2022, Due to the number of reported leaks the council reviewed and voted on each one as follows: A. 508 N 4th St. motion to re-average the sewer rates Motion by Tuttle, seconded by Taylor. Motion carried. B. 106 N 5th motion to re-average the sewer rates Motion by Tuttle, seconded by Stueve. Motion carried. C. 408 N 4th Motion denied by Struble, seconded by Stueve. Motion Denied. 19. Resolution #22-34 was introduced Setting Wage- Interim City Clerk/Administrator. Motion by Stueve, seconded by Struble. Roll Call: Ayes: 4 Nays: Ford. Motion carried on a 4-1 vote. Motion passed. 20. Motion by Struble to approve Jody Meyer, as Interim City Clerk/Administrator with an increase in hourly rate to $25.00. Motion by Struble, seconded by Tuttle. Roll Call: Ayes: 4 Nays: Ford. Motion carried. 21. Meyer informed the Council of rates for an experienced Interim City Clerk/Administrator A. SWIPCO did not have any qualified candidates. B. G-works price is $81.25 per hour. C. A retired Administrator from Glenwood price is $50.00 per hour. Council requested to offer Interim City Clerk/Administrator at $50.00 per hour. 22. Motion was made to remove Jeremy Butrick as a signer on the American National and MidStates bank accounts Motion by Struble, seconded by Stueve. Motion carried. 23. Motion was made to authorize Jody Meyer to be a signer on the American National and MidStates bank accounts by Stueve, seconded by Taylor. Motion carried. 24. Public Hearing for US Cellular contract is set for August 16, 2022. 25. There was a motion by Taylor, seconded by Stueve to enter into closed session at 7:02 p.m. per IA Code 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation. Motion carried. 26. A motion by Taylor, seconded by Struble to enter back into open session occurred at 7:21 p.m. Motion carried unanimously. 17. A motion by Stueve, seconded by Taylor to hire Katie Preston as Records Clerk starting on August 03 at $16.00 per hour, and reevaluate rate of pay after 960 hours. Ayes: 5 Nays: 0 Abstaining Ford. Moton carried. 28. The following council member comments were made tonight. A. Stueve inquired about 5th and St Clair St house, also inquired about organizational structure regarding Street and Park Department Supervisors. Kelly advised Interim Administrator Meyer will be overseeing all the Departments. Stueve also recommended that the morning cleaning be done by one Park employee while the other starts mowing for abatements. Stueve expressed concern about the trains stopping and blocking all entrances in and out of Missouri Valley. Kelly stated to call this number 1-800-848-8715 with the engine number. 29. City administrator Meyer said the full time EMT’s volunteered to help out in the Clerks Office. Council stated that is ok to only help with answering phones. Ford inquired when City Hall will be back open. Meyer asked to be open from 3pm to 5pm this week, Stueve suggested Monday August 08th to open full hours. All agreed. 30. Kelly comments that the parade and County Fair turned out great and thanked the Fair Board and the committees that helped.
