City of Modale City Council Meeting Minutes April 10, 2023 The regular meeting of the Modale City Council was held on April 10, 2023. Mayor pro tem Kathy Dugdale called the meeting to order at 7:00 p.m. Councilmembers present were Katie Offenbacker (via telephone & in person), Blair Adams, Terigene Tiffey and Amber Larsen. Amber Larsen arrived at 7:02 p.m. Visitors present were Mark & Julie Long and Jennifer Skinner Staff present were Marty Skinner, Linda Windschitl, and Shauna Gerke Consent Agenda: Tiffey made a motion to approve the consent Agenda. Adams seconded; motion carried with a 4-0-1 vote, with Dugdale abstaining. Marty Skinner reported on Public Works. He will get bids for handicap accessible parking and door closures. The Council will investigate Grants for those updates. Mark Long requested a fence and building permit. Adams made a motion to approve the fence permit, Tiffey seconded. Motion carried 4-0-1, with Dugdale abstaining. Tiffey made a motion to approve the building permit, Adams seconded. Motion carried 4-0-1, with Dugdale abstaining. Shaughnessy has his wooden fence 6 feet over his property line, onto City property. A notice needs to be sent. Marty will check to see if Mid-American Energy would be willing to put a streetlight on the pole on the corner of E Palmer and 271st St; he will submit the request through the repair portal. He started discharging the sewer lagoons. The slide should be here toward the end of May: a tree will need to be taken down. Marty anticipates it will cost around $1200-1500 to do that. Tiffey made a motion to spend the funds to have the tree removed, Larsen seconded. Motion carried with a 4-0-1 vote, with Dugdale abstaining. Marty requested the trees be moved from the ball fields in May instead of June; Dugdale has a call in to an Arborist. Marty hasn’t heard back regarding a bid for road repairs. The Lagoon project was discussed. An Application for payment was submitted for mobilization fees in the amount of $10,450. Tiffey made a motion to approve the payment of said Application, and Larsen seconded the motion. Motion carried on a 4-0-1 vote, with Dugdale abstaining. Other items discussed, but no action taken, were the Notice to Proceed, Public Notice of Storm Water Discharge, Insurance questions, monthly progress meetings and Marty identifying the water main in the ball field area. There were no citizen inquiries. Jennifer Skinner reported for the Library. The grant for the Library garden was turned in, but won’t know anything until the end of May, but will get started on the project even if they don’t get the grant. Saturday, April 15th is the next Adult Night. It will start at 6:30 p.m. at DeCarlos Diner. Kids nights will be spread out during the summer and are scheduled for June 1, 15, 29 and July 13 & 27 to give families time to take vacations. Their summer hours will start June 1 and be Tuesdays 1-7, Wednesdays 10-4 and Thursdays 3-6. They will not be open on Saturday’s during the summer. They are having a blast a book club. Jason Pavlik emailed a report for the Fire Department, however the email was not received before the Council meeting due to the internet being down in town. The report will be read at the next meeting. Offenbacker reported the new slide is tentatively scheduled for installation on or about May 26th. Pea Gravel will need to be placed in the area with the new slide. There was discussion, but no action taken, regarding Ordinances, rescheduled NextLink install, voicemail fees, AFR report, Kappes fence correspondence, Water & Sewer Rate studies, Rural Community Development Program and Broadband Intervention Program. Jordan did not appear. The Council reviewed the one (1) bid received for the apartment renovation. After much discussion, Tiffey made a motion to accept the bid of $9,535 from DAOS Construction, Larsen seconded. Motion carried 3-0-2 with Offenbacker and Dugdale abstaining. There were no bids received for the doors and windows at the Legion Hall, and none so far for the City Hall office. Offenbacker arrived at 8:12 p.m. and was taken off speaker phone. Marty has approved the Cleanup date of May 6, 2023. Linda has contacted the County Landfill. Jason Pavlik offered to be the EMA representative for Modale on the days Larsen couldn’t attend. The Council thought that was a good idea and appreciated his offer. Offenbacker is unavailable for meetings the next two (2) months. Add the mandatory fraud training required by the CDBG to the May meeting Agenda. Adams made a motion to adjourn. Larsen seconded the motion; motion carried with a 4-0-1 vote.
