City of Modale City Council Meeting Minutes January 25, 2023 A special meeting of the Modale City Council was held on January 25, 2023. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Katie Offenbacker, Blair Adams, Terigene Tiffey (via Zoom), and Kathy Dugdale. Amber Larsen was absent. Visitors present were Dustin Wallis and John Glennie Staff present was Shauna Gerke Offenbacker reported the Modale Fun Days cap was misreported as $500 in the 01-09-23 regular meeting minutes, it should’ve said $5000. Dugdale made a motion to approve the consent Agenda with that change. Offenbacker seconded; motion carried with a 4-0 vote. Dugdale requested more detail on Armodus and Dustin’s resumes. Dustin reported he is 100% qualified and is confident they can get the job done and he will work 24/7, if necessary, to do the job right and on time. He discussed a potential money saving idea and explained the town will not be without sewer during the project. Resolution 23-02 to award the bid to Armodus, LLC was read. Offenbacker moved to adopt said resolution, Adams seconded. Motion passed 4-0. A discussion was had regarding purchasing a tank from Seelye Eiler in the amount of $18,764.80. Offenbacker made the motion to approve the purchase, Tiffey seconded. Motion passed 4-0. There were no citizen inquiries. Gerke made inquiries with Kinetic Business/Windstream regarding getting voicemail set up on the City’s main telephone line. An authorization letter was sent to Windstream, we’re just waiting to hear that it was processed so we can get that set up. The goal is to make it easier for messages to be retrieved during off hours. The City office will be open to the public on Mondays from 6-7:30 p.m. (except on regular meeting nights), Tuesdays from 6-9 p.m., Wednesdays from 7:30 – 9 p.m. and Thursdays from 6-9 p.m. The Saturday before a regular meeting day will be open from 10:30 a.m. to Noon. Please call 712-645-2601 and leave a message during off hours. Messages are checked daily, M-Th. These hours will be posted at City Hall and at the Post Office. A list of duties split between Linda and Shauna were shared. The idea of a shared email was tabled. In December, we received a grant from the Dean J. King Family Foundation in the amount of $15,451.00 to be used for windows, doors and concrete improvements to the Legion Hall as our emergency response shelter (not storm shelter). Dugdale has contacted Rep. Windschitl to ask what we can do to get funding for Veterans. Offenbacker suggested setting a cap on the Modale Fun Days fund at $5000.00, just like what was done with the 150th Fund. We need to check to see if a motion is required to set that cap. This item has been tabled for the next meeting. Items to add to the next Agenda: purchased a slide on a grant a couple of years ago. Offenbacker would like a status update. Dugdale made a motion to adjourn. Offenbacker seconded the motion; motion carried with a 4-0 vote.
