City of Modale City Council Meeting Minutes March 14, 2022 The regular meeting of the Modale City Council was held on March 14, 2022. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers Katie Offenbacker, Terigene Tiffey, Kathy Dugdale, Amber Larsen (arrived at 7:03 p.m.) and Johnny Cooperrider were present. Visitors present were Tammy Cooperrider, Ruth Zahner, Susan Kirlin, April Brewster, Deb Davey, Jason and Becky Pavlik and Joe Rueschenberg. Staff present was Linda Windschitl. Offenbacker made a motion to approve the consent agenda. Dugdale seconded the motion; motion carried with a 4-0 vote. Marty submitted a report for the public works. Street repairs: Have received quotes on 2 sections. Due to costs, looking in to having smaller sections done at a time. Tammy reported for the library. Tammy spoke for the library. Last month, there were 115 people who came into the library. Tammy has completed her certification and librarian and is good for 2 years. Ruth Zahner presented as an officer of the Modale Library Board. Board member Jennifer Skinner’s term had expired last June and as an oversite, was not reelected at that time. In another situation, board officer Loene Herman resigned as they were moving out of town. Loene’s term would have ended in June of this year. Ruth was asking for the present board, that Jennifer continue in Loene’s position until June and at that time, 2 (two) positions would be open to fill. If anyone is interested in filling these positions can contact the city clerk. Applications are due by April 4 to be voted on at the next board meeting on April 11th, 2022. Considerable discussion between the Library board and the librarian, Tammy Cooperrider was held. Tiffey made a motion to approve Jennifer Skinner to finish out Loene Herman’s term. Dugdale seconded the motion; motion carried with a 4-1. Johnny Cooperrider voted nay. Jason Pavlik presented for the Fire Department. They will be having a soup and sandwich meal at the Modale Methodist Church Community Center on April 2nd, 2022, from 4:00-7:00. They are raffling (enter gun information and ticket prices. See any member of the Modale fire department for tickets or contact Jason Pavlik. The Fire Department is also planning an Easter Egg Hunt in the Modale City Park on April 16th. Stay tuned for further details. The Burn Ban has been lifted at this time, but he suggested that the citizens refrain from burning until we get “some kind of moisture” in our area. He also stated that new Bunker Gear for each fireman has been ordered to replace the old, outdated equipment they presently have. The council discussed having the City of Modale’s Zoning Book updated as well as the City Ordinances as they are not fitting the present needs. Offenbacker reported on the ordering of new city sings on 3 sides of town. This has been an ongoing process finding the right company to design the one the council chose. Offenbacker has also been looking into replacement of the west walking bridge on the north side of main street. Mayor James Cox opened the public hearing to for FY 2023 Budget at 8:08 p.m. Council reviewed the budget and there were no additional questions. Mayor James Cox closed the public hearing at 8:13 p.m. Larsen made a motion by resolution 2022-12 to approve the FY 2023 Budget. Cooperrider seconded the motion; motion carried with a 5-0 vote. City Clean up day is tentatively scheduled for 4/30/2022. Signs will be put up a couple weeks before the date to confirm. Dugdale presented with requests from some citizens about a city-wide garage sale this year. A notice will be put on the Modale City website as well as on the community Facebook page. Dugdale also presented on the Bags to Benches program that turns plastic bags in to benches made from the composite material. The Lion’s Club in Missouri Valley recently received a bench from their efforts, and it is in front of the Missouri Valley Library. Dugdale will pursue this and obtain more information. Offenbacker made a motion to adjourn. Tiffey seconded the motion; motion carried with a 5-0 vote.
