City of Modale City Council Meeting Minutes March 4, 2024 A special meeting of the Modale City Council was held on March 4, 2024. Mayor Pro-Tem Kathy Dugdale called the meeting to order at 7:00 p.m. Councilmembers present were Blair Adams, Kathy Dugdale, Tammy Cooperrider, Chris Skinner and Terigene Tiffey. Mayor James Cox was absent. Visitors present were Marlin Dugdale, Peggy Hill, Carl & Linda Anderson, Connie Richards, Susan Kirlin and Terry Meyers. Staff present was Shauna Gerke. Consent Agenda: Tiffey made a motion to approve the consent agenda, Skinner seconded. Motion passed 5-0 Bids for the ADA compliant door openers on City Hall and the Legion Hall were presented. Skinner made a motion to accept the bid from Abel Locksmith, Adams seconded. Motion carried 4-1-0 with Dugdale abstaining. The permit for Windstream to install fiberoptic at 610 E Palmer was discussed. The fee should be $25, as set forth in our ordinances. A fine for completing the work on Main Street without a permit was discussed. Skinner made a motion to grant the permit for 610 E Palmer only at this time, Cooperrider seconded. Motion carried 5-0. Further work in the City will require a permit and fee paid for each parcel on which work is performed. There was a discussion regarding water bills and the new rates that took effect January 1st. Rates were not raised due to the sewer project, but because they haven’t been raised in more than 15 years. Adams made a motion to increase the gallons included in the base rate from 1000 to 2000, and to adjust the per gallon cost over the 2000 base. Skinner seconded. Motion carried 5-0. Kathy provided some resources for assistance programs for those on fixed incomes. If qualified, one program can provide up to $150 per year in assistance (no qualification if already on SSD or SSI), and another will provide up to $250 if you are a vet. Please contact City Hall for more information. Cooperrider made a motion to adjourn. Skinner seconded the motion; motion carried with a 5-0 vote.
