City of Modale City Council Meeting Minutes May 9, 2022 The regular meeting of the Modale City Council was held on May 9, 2022. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers Katie Offenbacker, Terigene Tiffey, Kathy Dugdale, and Amber Larsen (on phone until 7:08 p.m.) then arrived in person. Visitors present were Jennifer Skinner, Jason and Becky Pavlik, Ruth Zahner, Carl and Linda Anderson, Tammy Cooperrider, Alissa Hubbard and Susan Kirlin. Staff present were Marty Skinner and Linda Windschitl. Offenbacker made a motion to approve the consent agenda. Dugdale seconded the motion; motion carried with a 4-0 vote. Marty reported for the public works. Offenbacker made a motion to approve ordering half of the new remote read meters and software that we need in the amount of $29,000. $9,000 to be pulled from the general fund/post office rent. Tiffey seconded this motion; motion carried with a 4-0 vote. Jennifer reported for the library. The Library reported that they hired a new Librarian, Diane Pratt. Larsen made a motion to approve Kim Bentsen to the Library Board. Tiffey seconded the motion; motion carried with a 3-1 vote with Dugdale abstaining. Amber made a motion to approve Becky Pavlik to the Library Board. Offenbacker seconded the motion; motion carried with a 4-0 vote. Larsen immediately made a motion to retract the motion to approve Becky Pavlik to the Library Board. The State Library informed us that we need to make an effort to have gender balance on our boards. Offenbacker seconded the motion; motion carried by a 4-0 vote. Dugdale made a motion to approve Chris Skinner to the Library Board. Offenbacker seconded the motion; motion carried with a 4-0 vote. Pavlik reported for the Fire Department. The Larsen made a motion for Chief Pavlik to order a new gas meter for detecting gas leaks like propane and carbon monoxide. Offenbacker seconded the motion; motion carried with a 4-0 vote. The council discussed nuisances. Tiffey made a motion to adjourn. Offenbacker seconded the motion; motion carried with a 4-0 vote.
