CITY OF MONDAMIN CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, December 07, 2020 1. Opening of Meeting a. Mayor Maggie Rains called the meeting to order at 7:02 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: James Rains, Mary Seago, Karen Breyfogle, Terry Coyle, and Jerry Shelton. Staff present: Alyx Hirst, and Steve Hinkel. Public Present: Susan Tallon, and Wanda Hogue. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by T. Coyle. Motion carried 5-0. d. Approval of Minutes J. Rains made a motion to approve November 2nd regular meeting minutes. Seconded by T. Coyle. Motion carried 5-0. e. Approval of Claims T. Coyle made a motion to approve claims listing as presented. Seconded by K. Breyfogle. Motion carried 5-0. 2. Public Comments Council member Terry Coyle stated that the Harrison County Sheriff’s Department has been doing an excellent job patrolling the city. 3. Old Business a. 2020 ICAP GRANT Discussion was held. K. Breyfogle made a motion to purchase new cameras with the 2020 ICAP Grant. This grant is available for members each year in the amount of $1,000. The motion was seconded by J. Rains. Motion was carried 5-0. 4. New Business a. Public Hearing for Title XI, Chapter 15, Floodplain Management Ordinance Motion to open public hearing at 7:26 p.m. from K. Breyfogle. Seconded by J. Rains. Motion carried 5-0. No public comments were made. No written comments were received. Motion to close public hearing by J. Rains at 7:33 p.m. Seconded by J. Shelton. Motion carried 5-0. b. Ordinance #2020-02: First Reading (Title XI, Chapter 15, Floodplain Management Ordinance) Motion made by T. Coyle to approve the first reading of Ordinance #2020-02. Motion was seconded by J. Rains. Motion carried 5-0. Motion was then made to wave second and third readings of Ordinance #2020-0 by K. Breyfogle and it was seconded by J. Rains. Motion passed unanimously. c. Consideration to Re-Open Jimmy King Park Shelter & Community Center Discussion was held. Motion made by M. Seago to re-open park shelter and community center. Motion was seconded by T. Coyle. Motion carried 4-1. d. Budget FY20/21 Work Session Discussion was held. Budget work session will be held on January 18th at 6 p.m. 5. Mayor’s Report Mayor Rains submitted a report to the council. Mayor Rains reported that city hall would once again be closed to the public due to high positivity rate and public not following guidelines. Mayor Rains discussed “Covid Christmas” plans with the community center board and interested parties. Mayor Rains reported that there is much to see in the city park and she would like to thank Alan and Alyx Hirst for the fantastic Santa mailbox that was donated. The turkey and ham giveaway are scheduled for pick up on December 20th from 3-5 p.m. Several volunteers and donors participated in making this a cheery Christmas season. Mayor Rains also reported that she attended a progress report meeting with JEO Engineering regarding the new water plant. Lastly, M. Rains contacted the city attorney about a couple of matters regarding city property. 6. Clerk’s Report Clerk Hirst reported that she has been working on many projects. She stated that the Cares Act reports had been submitted to the state and that she is awaiting final approval for the request. Clerk Hirst also discussed finishing up the city’s Hazard Mitigation Plan with SWIPCO (Southwest Iowa Planning Council). 7. Public Works Report Steve reported flushing hydrants. S. Hinkel discussed the water sample results from the test wells that were drilled for the new water plant. Steve also discussed the progress report meeting with JEO Engineering. 8. Community Center/Facility Report A report was given to the council from the community center board president. No one from the community center was present. 9. Library Report Library board president, Susan Tallon, was present to discuss the fascia board condition at the library. Discussion was held about funding options to get it replaced. 10. Fire Department Report Fire Chief, Brian Rife, reported that the fire department was awarded a DNR grant for new pagers. He also reported only having one fire call for the month. 11. Commissioner Reports None 12. Other Business a. Animal Control Ordinance Clerk Hirst discussed the ordinance and reported that a rough draft of the new ordinance will be submitted at the next regular council meeting. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by T. Coyle. Motion carried 5-0.
