CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, August 1, 2022 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Terry Coyle, John Glennie, Karen Breyfogle, Mary Seago and Jim Rains. Staff present: Alyx Hirst and Steve Hinkel. Public present: Christine Hussing, John Harrison, Chad Wilson, Terry Marshall, David Newton, Wanda Hogue, and Philip Davis with Harrison County EMA. c. Approval of Agenda Motion made to approve agenda by K. Breyfogle, with a second by M. Seago. Motion carried 5-0. d. Approval of Minutes T. Coyle made a motion to approve July 11th regular meeting minutes. Seconded by M. Seago. Motion carried 5-0. K. Breyfogle made a motion to approve July 14th special meeting minutes and it was seconded by J. Rains. Motion carried 5-0. e. Approval of Claims K. Breyfogle made a motion to approve all claims as presented. Motion was seconded by J. Glennie. Motion carried 5-0. 2. Public Comments Terry Marshall was present to discuss the sediment that is in his water filtration system. S. Hinkel stated that the substance is manganese and that it is present in the city’s water supply and that most is filtered out through the city’s sand filtration system. The manganese gets stirred up when there is a pressure in the system such as flushing out pipes. 3. Community Center/Facility Report The community center manager sent in her report to the council. New board president, Lary Clark, sent in his minutes to the council that were from March, April, May, and June. These minutes included the board approval of the new wage increase for community center manager, Roberta Anderson. Previous wage for facility manager was $125 per month and beginning July 1, 2022 went to $175 per month. M. Seago motioned to approve these minutes and they were seconded by K. Breyfogle. Motion carried 5-0. 4. Library Report Christine Hussing, librarian, reported that she will be starting a new reading program with West Harrison’s Little Hawks. Christine also stated that the library board is still looking for one new board member if anyone from town is interested. Wanda Hogue, the library board treasurer, presented the council with the 2021-2022 annual financial report. 5. Fire Department Report None 6. Emergency Management Report a. 7/23/2022 Storm Damage Harrison County Emergency Management Coordinator, Philip Davis, was present to discuss the storm that went through Mondamin on July 23, 2022. Philip stated that in total there was $420,467 worth of damages within the city. He stated that most homes had minor damages except one which had major damage and is a complete loss. Councilwoman K. Breyfogle thanked Philip for all his hard work and being present in Mondamin after the storm. b. Disaster Planning Philip stated that Mondamin as well as Harrison County does have a hazard mitigation plan in place. He also stated that as EMA coordinator, he is required to do two drills per year. Philip reported that most hazards in Harrison County are related to weather. Philip concluded that at a city standpoint, it is very important to mitigate as many factors as you can when it relates any weather-related incident. Preplanning is key! Philip would be available if the city wants to do a drill in the future. 6. Old Business None 7. New Business a. Public hearing on the matter of the adoption of plans, specifications, form of contract and estimate of cost of construction for the water treatment plant upgrade. K. Breyfogle motioned to open the public hearing at 7:53 pm with a second by J. Rains. Motion carried 5-0. No written comments were received. No public comments were heard. K. Breyfogle made a motion to close public hearing at 7:55 pm with a second by T. Coyle. Motion carried 5-0. b. Resolution 2022-13: Resolution adopting plans, specifications, form of contract and estimate of costs for the water treatment plant upgrade M. Seago motioned to approve Resolution 2022-13 and it was seconded by J. Rains. Roll call. All ayes. Motion passed unanimously. c. Consideration of construction bids for the water treatment plant upgrade tabled d. Resolution 2022-14: Resolution designating low bidder for the water treatment plant upgrade tabled e. Resolution 2022-15: Resolution making award of construction contract tabled f. Public hearing the proposed Mondamin Code of Ordinances 2022 M. Seago motioned to open the public hearing at 7:57 pm with a second by J. Glennie. Motion carried 5-0. No public comments were heard. No written comments were received. Clerk Hirst went over the key updates in the code book. These chapters include: a chapter on rv’s/campers; a building permit fee; adding a chapter on sexually orientated businesses, an updated chapter on off road vehicles to comply with new state laws; a chapter on portable storage containers; and updated water and sewer rates. A motion by K. Breyfogle to close the public hearing was made at 8:26 pm and it was seconded by M. Seago. Motion carried 5-0. g. Ordinance 2022-01: First reading of the Mondamin Code of Ordinances 2022 Motion made by M. Seago to approve the first reading of the Mondamin Code of Ordinances 2022. Motion seconded by J. Rains. Motion passed unanimously. h. Employee Evaluations: Recommendation/Action The evaluation committee reported on the employees’ evaluations. M. Seago motioned that both Alyx Hirst and Steve Hinkel receive an annual 5% pay increase. The motion was seconded by J. Glennie. Motion carried 5-0. With this increase, new hourly rates will be as follows: Steve Hinkel $22.09 and Alyx Hirst, $16.72. i. 2022 King Grant Application: Park Bathrooms Clerk Hirst reported that she had been in contact with Armodus, LLC to discuss options for a new park bathroom facility. Council approved the application idea for the King Foundation Grant and Clerk Hirst forwarded Parks Commissioner Mary Seago contact information to follow up with Armodus, LLC. j. Set date for the city wide clean up September 18th, 2022 will be the next city wide clean up date. k. Set date for September regular council meeting Council will hold regular monthly meeting on September 7th at the normal 7:00 p.m. start time due to the holiday. 8. Mayor’s Report Mayor Howrey discussed the storm damage and reported that it was nice to see the town come together and get the mess cleaned up so quickly. 9. Clerk’s Report Clerk Hirst discussed paying sales tax when we shouldn’t be doing it at all. 10. Public Works Report S. Hinkel reported on the storm clean up and meeting with the ICAP adjuster. 11. Commissioner Reports None 12. Other Business The owner of 308 N. Main presented the council with a building permit. Council stated that it should be put as an item on the agenda but since the homeowner is new to Mondamin, and did not know that, he would be allowed to present it. K. Breyfogle motioned to approve the building permit for a fence at 308 N. Main. Motion was seconded by J. Rains. Motion carried 5-0. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by T. Coyle. Motion carried 5-0.
