CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, January 8, 2024 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Jim Rains, Mary Seago, and Karen Breyfogle. Council members absent: Terry Coyle. Staff present: Alyx Hirst and Steve Hinkel. Public present: Brian Iske, Kim Rife, Terry Rife, Tonya Beck, Christina Howrey, Carol Birdsall, Bonnie Cossel, Ryan Stolz, and William Ely. c. Approval of Agenda Motion to approve agenda by J. Rains, with a second by K. Breyfogle. Motion carried 4-0. d. Approval of Minutes Motion to approve the December 4th meeting minutes by J. Glennie and seconded by J. Rains. Motion carried 4-0. e. Approval of Claims as Presented K. Breyfogle made a motion to approve claims as presented. Motion was seconded by J. Glennie. Motion carried 4-0. 2. Public Comments None 3. Public Hearing: Proposed property sale, lots 1 through 9 of Brown’s Second Addition K. Breyfogle motioned to open the public hearing at 7:03 p.m. with a second by J. Rains. Motion carried 4-0. This public hearing was held because the city owns a parcel of land behind 9 homes West of N. Main Street. These lots were surveyed and parceled out into 9 lots so the adjacent homes could purchase more of their “back yard”. Council decided on a purchase price of .21 cents a square foot for these individual lots. No written comments were received. Public comments included concern about property taxes increasing due to having to purchase the parcel. Many felt that they should not have to purchase their respective lot because they have been maintaining it for many years. A list of other comments made were concerns about accessing the lot due to a drainage issue and what would happen if they didn’t choose to buy their adjoining lot. Clerk Hirst reminded homeowners that the council was approached by the homeowners to do this so they could have a bigger back yard for development, fencing, and to be able to keep personal property on the land. Council stated that the land could not be given freely to the homeowners due to Iowa Codes that prevent that. Clerk Hirst stated to the homeowners that the tax on these small lots would be minimal. A motion to close the public hearing was made at 7:33 p.m. by K. Breyfogle and seconded by J. Rains. Motion carried 4-0. b. Resolution #2024-01: Resolution authorizing sale of property named Brown’s Second Addition Motion to approve Resolution #2024-01 by J. Rains and seconded by K. Breyfogle. Roll call. All ayes. Motion carried 4-0. This Resolution states that it is a public purpose and in the best interest of the City of Mondamin to sell the lots numbered 1 though 9 of Brown’s Second Addition to the adjoining property owners of each lot for $0.21 per square foot; and in accordance with Iowa Codes, proof and publications are on file at City Hall. c. Resolution #2024-02: Appointment of Mayor Pro Tem and Public Works Superintendent Motion to approve Resolution #2024-02 by M. Seago and seconded by J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution appoints Karen Breyfogle, Mayor Pro Tem and Steve Hinkel, Superintendent of Public Works. d. Resolution #2023-03: Official depository for the City of Mondamin and signature authorization Motion to approve Resolution #2023-03 by K. Breyfogle and seconded by J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution states that Midstates Bank is the City’s official depository and that Mayor Howrey, Mayor Pro Tem Karen Breyfogle, and Clerk Alyx Hirst can execute and deliver any signature authorization regarding any accounts with the City of Mondamin. e. Resolution #2023-04: Resolution appointing City Commissioners Motion to approve Resolution #2023-04 by M. Seago with a second from J. Rains. Roll call. All ayes. Motion carried 4-0. With this Resolution, Mayor Howrey appoints Jim Rains and John Glennie Street and Wastewater Commissioners; Terry Coyle as Water Commissioner; Mary Seago as Park Commissioner; Karen Breyfogle as Landfill and Senior Housing Commissioner; and himself as EMA Commissioner. f. Resolution #2023-05: Official newspaper for the City of Mondamin and authorization to execute and deliver documentation on behalf of the City of Mondamin Motion by J. Glennie to approve Resolution #2023-05 with a second from K. Breyfogle. Roll call. All ayes. Motion carried 4-0. This Resolution appoints Missouri Valley Times News as the City’s official newspaper. g. Resolution #2023-06: Resolution appointing City Attorney Motion to approve Resolution #2023-06 by K. Breyfogle with a second from J. Glennie. Roll call. All ayes. Motion carried 4-0. With this Resolution, the city appoints John Hines of Crary Huff Law Firm from Sioux City, Iowa as the city attorney. h. Resolution #2023-07: Resolution establishing 2024 mileage reimbursement Motion to approve Resolution #2023-07 by J. Rains with a second from J. Glennie. Roll call. All ayes. Motion carried 4-0. With this Resolution, the city will reimburse at the current IRS allowable rate which is $.67 per mile. i. Resolution #2023-08: Resolution ordering construction of the 2024 Water Meter Improvements and fixing a date for hearing theron and taking of bids therefor Motion to approve Resolution #2023-08 by K. Breyfogle with a second from J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution sets a date of February 5, 2024 at 7p.m. for the public hearing. j. Resolution #2024-09: Resolution approving an amendment to the resolution authorizing issuance of Water Revenue Capital Loan Notes Anticipation Project Note, Series 2020, dated November 20, 2020, and authorizing execution and delivery of Amendment to Interim Loan and Disbursement Agreement Motion to approve Resolution #2023-09 by K. Breyfogle with a second from J. Glennie. Roll call. All ayes. Motion carried 4-0. This Resolution extends the maturity date of our water plant loan in the amount of $441,000 from the Iowa Finance Authority to November 20, 2024. k. Building Permits: (2) 410 Pine Street K. Breyfogle motioned to approve building permits at 410 Pine Street and it was seconded by J. Rains. Motion passed unanimously. l. City tractor awarded by the King Foundation Grant Discussion. m. New tires for the city work truck Motion by J. Rains and seconded by J. Glennie to replace tires on the city truck at Sam’s Club. Motion carried 4-0. n. City Park restroom upgrade Park Commissioner, Mary Seago, spoke with the council about applying for the Southwest Iowa Grant to replace urinals and paint the bathroom facility. o. Heritage Days pre-planning Councilwoman Mary Seago stated that Mondamin Community Partners would like to help with Heritage Days and that she will be meeting with Community Center Board President Lary Clark for further planning discussions. p. DNR generator for tornado siren Discussion about the possibility of acquiring a diesel generator through DNR surplus. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst went over utility billing reconciliations, park shelter income for 2023 and Christmas party balances. 10. Public Works Report Steve stated that he burned the brush pile at the sewer lagoon. 11. Commissioner Reports Park Commissioner, Mary Seago asked if Clerk Hirst could contact MidAmerican Energy and see what it would take to get additional lighting around the park and in other dark areas. She would also like to have more electrical outlets installed in the park. Mary will be looking into grant funding for this project. 12. Other Business Council and Clerk Hirst went over 2024 meeting dates to confirm council meeting schedule for the year. The only conflict was in September and the meeting date will be moved to the following Monday, September 9th, 2024. 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by M. Seago. Motion carried 4-0.
