CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, March 4, 2024 7 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 7:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Jim Rains, Mary Seago, and Karen Breyfogle. Mary Seago was available by telephone. Council members absent: Terry Coyle. Staff present: Alyx Hirst, Steve Hinkel and Christine Hussing. Public present: Jeff Neill, Jaysa Lawrenson, Chloe Leinen, Jonna Lamberson, Casey Pape, Tammy DeBord, Mike Busing, and Christina Howrey. c. Approval of Agenda Motion to approve agenda by K. Breyfogle, with a second by J. Rains. Motion carried 4-0. d. Approval of Minutes Motion to approve the amended January 8th meeting minutes by J. Glennie and seconded by K. Breyfogle. Motion carried 4-0. The minutes were amended due to incorrect Resolution numbers and the wrong date. The February 5th meeting minutes were tabled until Clerk Hirst could verify that item “j” was correct. Motion to approve February 21st special meeting minutes by K. Breyfogle with a second by J. Rains. Motion carried 4-0. e. Approval of Claims as Presented K. Breyfogle made a motion to approve claims as presented and was seconded by J. Glennie. Motion carried 4-0. 2. Public Comments Jeff Neill was present to discuss the water meter improvement project and to discuss the upcoming increases to the utility bills. 3. Community Center/Facility Report None 4. Library Report Christine stated that the library fundraiser was a complete success with many donations received. Clerk Hirst stated that $4,065 has been donated to date. These donations will be used to help with operating expenses starting in July when the new fiscal year begins. 5. Fire Department Report None 6. Old Business a. Water main extension West of Mondamin city limits on Hwy 127 Mike Busing from Windy Ridge Ag was present to discuss the possible extension of water main to his commercial property. Water plant engineer, Ethan Joy, stated in an email to Clerk Hirst that the new water plant has a 100 gallons per minute production limit. Mike stated that he would also have a reserve tank on site that would hold 30,000 gallons of water so he could fill his reserve tank slowly and not drain the city’s water system. Mike stated that he would get an estimate from Meeker Well and report back. b. Casey Pape: CRP Well Head Protection Program Casey Pape from USDA Department of Agriculture presented conservation program options to the council for the well head protection of the new water plant. This would not only generate revenue for the city, but it would be the best way to maintain high quality drinking water as it protects underground sources of drinking water from contaminants. Discussion only. 7. New Business a. Public Hearing on the Status of Funded Activities K. Breyfogle motioned to open the public hearing at 7:25 p.m. with a second by J. Glennie. All ayes. Motion carried 4-0. Tammy DeBord from Southwest Iowa Planning Council presented information on the status of Community Development Block Grant (CDBG) projects 21-WS-032, the Water System Improvements project. The project is for development of two wells, a water treatment plant, water meter replacements, and a 6” main loop. It was reported that the water project is approximately 58% complete and the anticipated end date for the project is October 30, 2024. For the water project, to date, $1,500,750 has been spent, with $134,092 in CDBG construction funds expended, and $18,386 in CDBG administrative funds expended. There is $145,908 remaining in CDBG funds for construction expenses. The city’s local match to date has been $1,353,132, most of the funds coming from a USDA Loan. The project beneficiaries for the water project are the residents of the entire City of Mondamin, 56% of whom are of low to moderate income. There were no written comments received from the public prior to the meeting and no oral comments made at the public hearing. A motion to close the public hearing was made at 7:27 p.m. by K. Breyfogle and seconded by J. Glennie. All ayes. Motion carried 4-0. b. Resolution #2024-13: Resolution approving construction contract and bond for the 2024 water meter improvements Item tabled until it can be approved by the city attorney. c. Council review and consideration of Pay Application No. 7, Project 180263.01, in the amount of $140,408.42. Pay Application subject to USDA review and concurrence K. Breyfogle motioned to approve Pay Application No. 7 in the amount of $140,408.42 to RP Constructors, subject to review and concurrence from USDA. The motion was seconded by J. Rains. Motion carried 4-0. d. Possible formation of a steering committee for land development Discussion held regarding Mondamin Community Partners becoming the steering committee for land development. Councilwoman Mary Seago stated that she would like to reach out to Renea Anderson who is the Director of Harrison County Development for further insight. e. Heritage Days: Face Painting Quote M. Seago stated that she received a quote for $400 for face painting for the Heritage Days celebration. J. Glennie asked this item to be tabled this until next month to see if he could get a cheaper quote from a different vendor. f. Recodification of City Ordinances Clerk Hirst stated that she is currently working on updating the ordinance book as rates need to be increased. She asked the council for their thoughts on other changes that need to be made. Possible first reading of the new ordinances to be held on April 1st at the regular scheduled meeting. 8. Mayor’s Report None 9. Clerk’s Report Clerk Hirst reported that she is still waiting on the IRS to send copies of W2’s from 2017 so she can send them to our Constituent Services Specialist at Senator Grassley’s office for review. Alyx also stated that for budgetary purposes, the city would need to use the ICAP estimation for property insurance. 10. Public Works Report Steve reported that the new electric pole was set at the lift station on Mulberry Street, rock was put down in the alleyways, and that the propane line at city hall that goes into the shop needed to be replaced. 11. Commissioner Reports Karen stated that she would not be able to attend the crime stoppers meeting this month. Clerk Hirst stated that she would attend instead. 12. Other Business None 13. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by J. Rains. Motion carried 4-0.
