CITY OF MONDAMIN SPECIAL CITY COUNCIL MEETING MINUTES Mondamin City Hall Tuesday, August 30, 2022 5:30 P.M. 1. Opening of Meeting a. Mayor Pro Tem Karen Breyfogle called the meeting to order at 5:30 p.m, leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Mary Seago, Terry Coyle, and John Glennie. Staff present: Steve Hinkel. Ethan Joy from JEO Engineering and Dee Fisher from USDA were also present. c. Approval of Agenda Motion made to approve agenda by John Glennie with a second by Terry Coyle. Motion carried 3-0. 2. Public Comments Mary Seago, as member of public, voiced concern about increased cost of water treatment plant. Voiced concern of project affordability in relation to number of households in Mondamin. 3. New Business a. Council Member Seago questioned if water treatment project could be placed on hold. Water quality is currently passing required water quality testing. Discussion held: Steve Hinkle, public works, advises at this time to not delay project as the current treatment plant is aged and could fail at any time. No back up available. Ethan from JEO Engineering also advises against this. Potentially cost could increase yet again. Notes that just 2 bid estimates were submitted. Run risk of having no one submit bids again if delay project. Also, grant funding and loans would be affected. Process would need to be started over. Seago inquired about increasing tax base to widen fund base. Dee with USDA states this is an option. Would be brought as a bond issue to residents. This would also be part of general obligation type debt. This would have to go through bond council. 69% of water revenue is residential and 31% commercial for Mondamin. Seemed to be a misunderstanding between council and JEO/USDA that total water bill monthly for residents is around 80$ monthly. Council discussed current water bill for most residents is somewhere in 32-34$ monthly. This will have to increase. 80$ is + sewer and garbage. Water meters estimated cost is 307,000 dollars but no company has entered a bid. There is Midwest Assistance for Iowa Rural Water that maybe able to help with funds. This would be related to cybersecurity as this is now a concern with computerized water treatment plants. Original cost of plant 3.163 million dollars now 4.9 million dollars. Motion to approve Amendment to Letter of Conditions City of Mondamin –Water Systems Improvement made by Mary Seago and seconded by John Glennie. All in favor, no objections. 4. Adjourn Having no further business to conduct, Terry Coyle made a motion to adjourn the meeting. Seconded by John Glennie. Motion carried 3-0.
