HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES February 14, 2024 The HCLC regular meeting was called to order at 7:00p.m., February 14, 2024 by Chairman Struble. Roll call showed Representatives: O’Neill, Rife, Breyfogle, Anderson and Kerger. Joining by phone was rep. Weigelt. Also in attendance were Manager Tyler Hinkel and Office Manager Shannon Manley Item #1) Consent of agenda. Motion was made by Breyfogle and seconded by Anderson to approve the agenda . 7 ayes. Item #2) Review of the Meeting Minutes, from 1-10-24. Motion was made by Weigelt and seconded by O’Neill to approve 1/10/24 meeting minutes. 7 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Rife and seconded by Breyfogle to approve the budget and claims. 7 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel Shared the results of the cell development plan that he and the consultants have been working on. The estimated cost for the next cell construction is estimated to cost $1,341,474 for an additional 11 years of life. The HCLC has been planning for this expense and is confident that there will be enough funds available at the time of construction that borrowing money will not be necessary. An airspace survey will be completed in the spring to give a better estimate of the timing for the next construction. Item #5) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – No report Item #7) Election of Officers – O’Neill motioned to keep the same officers in place for calendar year 2024. Breyfogle seconded. 7 ayes – Chairman Sherman Struble, Vice Chair Mike Anderson, Secretary/Treasurer Brian Rife. At Large Members Karen Breyfogle, Dave Weigelt, Rick O’Neill Item #8) Rife motioned to move forward with using Strong Data as the HCLC’s new scale software company. Kerger seconded. 7 ayes Item #9) Hinkel shared with the board the job description for a Recycling Operator Item #10) Opt-Out option – Rife motioned to raise the pay in lieu of insurance to $4000 per year for employees who opt-out of the HCLC health insurance plan. Breyfogle seconded. 7 ayes Item #11) Employee Handbook Amendment – Health insurance chapter was updated. Breyfogle motioned to accept changes. Anderson seconded 7 ayes. Item #12) Budget work. Hinkel went through preliminary budget numbers with the group. There are still a few items to be determined before the work will be finalized. Motion to adjourn at 7:58 p.m. by Breyfogle and seconded by Anderson. 7 ayes.
