Harrison County Supervisors Meeting April 6, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Previous minutes were approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Todd Noah, Paul J. Rhoten, Lacey Ardery, David Sherer, Tim Collison, Helen Carritt, Rebecca Wilkerson, Laura Soetmelk. Public Health Parking Lot Public Health Administrator David Sherer and Lacey Ardery presented a bid for repairs to the parking lot at the public health building. Mr. Sherer didn’t think they would have enough money in their budget to pay for this $30,700 repair. The Board said to move forward on the project and would amend the budget if necessary. Motion to approve by Rife, second by Smith. Motion carried. Little Sioux/River Sioux Sewer System Little Sioux council woman Helen Carritt and Water/Sewer Superintendent Tim Collison met with the Board to discuss the grinder pump at 1360 Dover St. Board wanted to see quotes on new pump and installing electrical service. Funds to pay for this project will be paid out of the Short-Live Asset Depreciation Fund. Discussion about the freezing of the sewer line at 4395 Easton Trail took place. The Board felt the problem is within the owner’s responsibility and therefore, the County would not pay for the needed maintenance. If proven different, the Board will revisit the request. Handwritten Warrant A handwritten warrant to US Bank in the amount of $8,034.52 was approved on a motion by Smith, second by Rife. Motion carried. Liquor License The renewal for the liquor license for Good Fellows Kitchen, LLC was approved on a motion by Rife, second by Smith. Motion carried. Election Equipment Auditor Bonham reviewed the new election equipment and cost which hasn’t changed since it was reviewed during budget workshops earlier this year. Both Smith and Rife felt this purchase should wait. Auditor Bonham explained the current equipment is 10 years old and wanted to get the new equipment in place this year so everyone would have a chance to work with it – both voters and election workers – before the big presidential election next year. A demonstration of the new equipment will be set up for the Board to see the equipment. Engineer County Engineer Steven Struble updated the Board on the following projects: Jefferson #1 Bridge over Boyer River on Parker Trail – Contractor poured the east pier footing inside the cofferdam, has formed the east pier stem and will be pouring concrete for the stem today. Trucks have been out spreading rock where needed to get the roads back in shape. The blades are all out pulling in rock, reshaping the crown, and spreading new rock. Brush in being cut in Territory 4 and ditch cleaning on 270th St. Todd Noah discussed the road at 1128 Laredo Ave. Mr. Noah didn’t feel the additional rock (sample shown included clods) was needed right in front of his house. He still has rocks on his roof from passing traffic. Mr. Noah would like less maintenance on his road and didn’t have these issues before the bridge was installed. Engineer Struble will have the foreman take pictures before and after they move the rock down the road. FY 24 Budget The Board reviewed the FY24 budget. Motion by Rife to set the public hearing for the budget for Thursday, April 27th at 10 a.m. Second by Smith. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Rebecca Wilkerson made comments on eminent domain and the pipeline. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
