Harrison County Supervisors Meeting August 29, 2021 Chairman Tony Smith and Member Walter Utman were in attendance at the Harrison County Republican Fundraiser held in Logan. No discussion between the two members took place and no action was taken. ATTEST: Susan Bonham, Auditor Tony Smith, Chairman September 3, 2021 Chairman Smith called the meeting to order with members Utman and Straight in attendance. The agenda was approved on a motion by Utman, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Utman, second by Straight. Unanimous approval. Attendance: Deputy Auditor Kris Pauley, Nick Loftus, Ron Duncan, Cyrila Roberts, Stephanie Blackford, Doug West, Judy Dick and various other people. Rebecca Wilkerson Wilkerson read her comments and questions. Chairman Smith stated he will respond back to her questions. Renee King King read her comments and questions. Chairman Smith stated he will respond back to her questions. Several comments were heard from the public. Chairman Smith thanked the group for coming in. Zoning Matt Pitt presented the request by Robin McClannahan for a rezoning of approximately 9 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the SE NE of Section 34-80-44. Motion by Utman, second by Straight to approve as presented. Unanimous approval. Melody Oaks Trail (level C portion) Those in attendance, Marty Loftus, Randy Stolz, Mike Stolz, Doug West, and Diane Crha. Engineer, Steve Struble, read the road level specifications from the code. Commented on a landowner could petition to keep the road open. Discussion on why to keep it open and why to keep it closed. Marty Loftus said that a portion of Melody Oaks Trail was reclassified as a Level C approximately 7-8 years ago and agreed to by the landowners (actual date was 2014). Discussion on possibility of keys for those needing to use the road. Loftus is concerned that if returned to Level B it will be used as a recreational road. Struble will research the property owners and report back to the board. Engineer County Engineer Steven Struble met with the Board. Updated projects included: St John #1 Bridge Replacement on 280th Street over Willow Creek – The crew has finished placing the deck forms and they began laying out steel and tying the mat. Most of the material and equipment has been moved from the east side of the creek and a pad has been prepared for the concrete pump when the deck concrete is placed. Bridge Abutment Repair and Deck Patching Projects – Have studied the bids and done research to find similar project costs. Determined that the bid price is higher than estimated by 50% and the work is somewhat more extensive than planned. Also determined that we are not likely to get better prices on re-letting the project. Panora Avenue Grading – Contractor has completed their work on the 6.4 miles of relocation and new grading. Loomis Ave/295th, Nixon, Ottawa Lane Otta Seal Project Struble and Tracy Thompson spent time investigating the best materials for these projects. LG Everist crushed quartzite proved to be superior to the limestone. Arranged for it to be hauled from Sioux City. 235th St west of Filmore Ave Road Closure Motion by Utman, second by Straight to approve closing 235th St west of Filmore Avenue until approximately September 30th. Unanimous approval. Bridge Repair Projects FM CO43 (92, 93, & 94) – 55-43 Motion by Utman, second by Smith to approve the contract to Christensen Brothers and empowering the Engineer to sign the construction contract. Resolution 2-2022. Unanimous approval. Handwritten Warrant A handwritten warrant to US Bank in the amount of $5,412.59 was approved on a motion by Utman, second by Straight. Unanimous approval. Rescind Drainage Abatement Motion by Utman, second by Straight to rescind the abatement of drainage assessments on parcels #080000271402000 $5.00 and #080000294401000 $35.04. Unanimous approval. These two parcels are Secondary Roads right of way in the Upper Soldier Drainage District. Public Comments – None Auditor Comments – No minutes were written for Saturday, August 21st as no quorum was present for the Magnolia parade. Asked if there was a quorum present for the Republican fundraiser on Sunday, August 29th. There was but there was no discussion and no action taken. Supervisor Comments Utman reminded the board of the Coulthard tour on Thursday, September 9th. He will have the Auditor’s office notify everyone of the time. Members plan on attending the Freedom Rock Dedication on September 11th. With business of the day completed, the board adjourned on a motion by Utman, second by Straight. Unanimous approval.
