Harrison County Supervisors Meeting February 2, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, David Jones, Paul J. Rhoten, Scott Nelson, Mike Weis, David Weigelt, Brittany Freet, Steve Struble CHI Missouri Valley Hospital CHI Missouri Valley Hospital President David Jones met with the Board to give them an update on the ambulance service. They are averaging 12 transports a month, currently have 3 EMTs and have a critical care paramedic who has accepted a position. Sometimes with multiple needs they will use a third party to transport. Wait times have been reduced. Mr. Jones was pleased with the addition of Anna Buckingham, PsyD to the staff for behavior services. Currently there are five behavioral specialists stationed in the area clinics. Soldier Valley 2019 FEMA Project The Board, acting as trustee for the Soldier Valley Drainage District, were presented a pay request from Elizabeth Lenz, Drainage Clerk. The pay request, payable to Midwest Mechanical Industrial Services LLC, in the amount of $85,650.95, was unanimously approved on a motion by Smith, second by Rife. Upper Soldier #1 2019 FEMA Project The Board, acting as trustee for the Upper Soldier #1 Drainage District, were presented a pay request from Elizabeth Lenz, Drainage Clerk. The pay request, payable to Pruett Grading, LLC, in the amount of $51,530.11, was unanimously approved on a motion by Rife, second by Smith. Conservation County Conservation Director Scott Nelson reviewed his budget with the Board. Discussion was held on the proposed new maintenance shed. Director Nelson is requesting $300,000 from the general basic fund for the proposed new shed. Board would like to see this request be put on hold for at least a year or two. Engineer County Engineer Steven Struble met with the Board. Project updates included: Taylor #12 Bridge on F50 over Allen Creek – McLelland Engineering of Texas completed the load rating analysis predicting the maximum stresses that Emmert Boiler’s 506,000 lb 81’ truckload will produce on the bridge superstructure as they cross. The analysis showed that the load would produce 51% of the failure stress in the beams. A 77% is the design max. Load has been rescheduled to February 7th through Harrison County. The blades have been out pushing snow and running their front picks on the rock roads to rough them up and break up icy slick spots still this week. The trucks went out Saturday morning and Sunday morning to push snow and to spread salt/sand and they have been stockpiling rock out of Schildberg’s and stockpiling ice control sand out of Hallett’s at Woodbine this week. The Board approved the letter to NRCS requesting modification to Mill-Picayune Watershed structure S-4 in Section 28-80-42 on a motion by Smith, second by Rife. Motion carried. The Board approved the Federal Aid Agreement to fund the Morgan #3 bridge replacement project BRS-CO43(98)—60-43 on K45 north of Mondamin on a motion by Rife, second by Smith. Motion carried. FY24 Budget The Board worked on the FY24 budget. Amend Minutes Auditor Bonham requested the Board amend the 1-3-2023 minutes to read “appointed Jon Rosengren with Bolton & Menk as drainage engineer for 2023”. Motion to approve by Rife, second by Smith. Motion carried. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
