Harrison County Supervisors Meeting January 19, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Steven Struble Holiday Schedule Treasurer Shelia Phillips requested the Board consider adding Martin Luther King day as a holiday for the county employees starting in 2023. Treasurer Phillips reviewed holidays observed in other counties across the state. The Board will place the item on next week’s agenda for consideration. SWIPCO Policy Council The Board appointed Sherman Struble to the Southwest Iowa Planning County Policy Council for a one year term ending December 31, 2023. Motion to approve by Smith, second by Rife. Motion carried. Former Pisgah Gas Station Pisgah Mayor Woodward had verbally spoken with Auditor Bonham regarding the need to remove the structure on the former gas station property in Pisgah that is in the county’s name. Property doesn’t qualify for Southwest Iowa Planning Council’s grant program. Secondary roads may be able to help haul the material to the landfill, but couldn’t demolish it. More discussion is needed. Engineer County Engineer Steven Struble met with the Board and gave the following project updates: Magnolia #10 Bridge on 185th Lane west of Laredo – County installed new handrails and new bridge decking. Replacing the failing wingwalls will have to wait for nicer weather. Ice jams on the Boyer River that forced their way thru the County bridges were being monitored. At this time no bridges exhibited any problems. Blades were out blading on the rock roads to remove ruts created in the soft roads when the temperature stayed over 30 last week. Zoning Public Hearings Chairman Straight opened the public hearings as advertised. Zoning Administrator Matt Pitt reviewed the following zoning requests: 1. A request from Kori Grosse-Rhoade to rezone approximately 7 acres from A-! Agricultural to B-1 Business on property located in part of the NE NW of Section 35-79-43. 2. A request from Daniel Christensen to rezone approximately 2.7 acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the NE NE of Section27-81-43. Comments were heard from Kori Grosse-Rhoade on her rezoning request to Business as the building will be a wedding venue. No other comments were heard or received. Motion to close the public hearings was made by Smith, second by Rife. Motion carried. Motion by Smith, second by Rife to approve Kori Grosse-Rhoade’s rezoning request. Motion carried. Motion by Rife, second by Smith to approve Daniel Christensen’s rezoning request. Motion carried. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried.
