Harrison County Supervisors Meeting March 13, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. Tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, David Sherer, Thad Pothast Bank Reconciliation Treasurer Shelia Phillips presented the March bank reconciliation for the Board’s review. Board of Health Public Health Administrator David Sherer requested the appointment of Larry Oliver to the Board of Health for the unexpired term ending December 31, 2025. Motion to approve by Rife, second by Smith. Motion carried. Noxious Weed Resolution Weed Commissioner Thad Pothast reviewed the annual noxious weed resolution. BE IT RESOLVED, that the Board of Supervisors of Harrison County, Iowa, in accordance with the provisions of Chapter 317, code of Iowa, it is hereby ordered that: Noxious weeds may be destroyed in any appropriate manner to prevent seed production, which may include mowing, pulling, burning, spraying, or cutting. THE FOLLOWNG WEEDS HAVE BEEN DECLARED NOXIOUS: 1. Palmer Amaranth (Amaranthus palmeri) 2. Canada Thistle (Cirsium arvense) 3. Bull Thistle (Cirsium vulgare) 4. Teasel (Dipsacus spp.) 5. Leafy Spurge (Euphorbia esula) 6. Multiflora Rose (Rosa multiflora) 7. European Morning Glory or Field Bindweed (Convolvulus arvensis) 8. All other species of thistles belonging in the genus of Carduus If the owners or person in possession or control of ANY LAND IN HARRISON COUNTY fail to comply with the foregoing orders, the Weed Commissioner shall cause this to be done and the expense of said work, including costs of serving notice and other costs, if any, will be assessed against the land and the owners thereof. And that the County Auditor be and hereby directed to cause notice of the making and entering the foregoing order to be published once in each of the official newspapers of the County. Motion to approve by Smith, second by Rife. Motion carried. Window Replacement Contract Discussion about the needed language in the contract with Chicago Lumber took place. The suggested language by Architect Franks was reasonable. The Board then reviewed the contact for services with the architect, The Franks Design Group, P.C. Contract is in the amount of $53,500. Motion to approve by Smith, second by Rife. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Rife discussed the AEDs being removed from the Courthouse. Units were out of date and a liability if continued to be displayed. With business of the day completed, the Board adjourned on a motion by Rife, second by Smith. Motion carried. General discussion about the County’s budget, infrastructure projects and general operations of the County took place with no action being made.
