Harrison County Supervisors Meeting March 28, 2024 Chairman Tony Smith called the special meeting to order with member Brian Rife in attendance. Member John Straight attended by telephone. The tentative agenda was approved on a motion by Rife, second by Smith. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Treasurer Shelia Phillips, Assessor Emily Allmon, Paul J. Rhoten, Jack R. Jones, Pat Shannon, Tim Kosmacek, Lloyd Kosmacek, Linda Herman, Carolyn Morris, Rebecca Wilkerson, Teresa Crosgrove, Ken Johnson, Curtis Atkinson, Melvin Pitt, Carlene Pitt, Danny Cohrs, Lary Clark, Jennell Gorham Fy25 Proposed Levies Chairman Smith opened the public hearing on the proposed levies for FY25 as published. Discussion/Comments about budget items were heard from the public. Motion to close the public hearing was made by Smith, second by Rife. Motion carried. Motion to adjourn the meeting was made by Rife, second by Smith. Motion carried. Jones, Pat Shannon, Tim Kosmacek, Lloyd Kosmacek, Linda Herman, Carolyn Morris, Rebecca Wilkerson, Teresa Crosgrove, Ken Johnson, Curtis Atkinson, Melvin Pitt, Carlene Pitt, Danny Cohrs, Lary Clark, Jennell Gorham Bank Statements Treasurer Shelia Phillips presented February bank statements to the Board for their review. Tax Sale Agreement Treasurer Phillips reviewed a tax sale agreement with the City of Missouri Valley on parcel 610002503901000 – tax sale certificate 2021-00520. Motion to approve by Rife, second by Smith. Motion carried. LATCF Funds Auditor Bonham requested using the $100,000 of LATCF funds as a reimbursement to the capital projects fund for the expenses incurred on the Courthouse window project. Motion to approve by Rife, second by Straight. Motion carried. Engineer County Engineer Steven Struble met with the Board and reviewed project updates: FM Asphalt Resurfacing on L34/Overton Avenue South of Logan – Harris Grove Creek to Pott County 7.7 miles – Pottawattamie County Supervisors signed the cost share agreement that states Pottawattamie County will reimburse Harrison County for the cost of placing asphalt in the Pottawattamie County section of the project. Dust control contractors were discussed. Engineer Struble approved Zimmerman, Jerico and Heffron as vendors for anyone needing dust control on their roads this year. Engineer Struble discussed his conversations with Motorola/1st Wireless on the implications of needing to move the repeater and antenna from the Logan water tower (cost $10,000-20,000). Looking for alternative locations and alternative digital handheld radios (cost around $130,000). Rife suggested using cell phones as a cheaper alternative. Areas needing reviewed include 248th Street trees in old Solider, White Street trees at north end. The Pisgah gas station is ready for Secondary Roads to remove the building. Utility Permits Two utility permits from Harrison County REC were presented to the Board. One at 315th Street & Seward and the other one on F58 south to 335th. Motion to approve by Rife, second by Smith. Motion carried. FY25 Budget The Board discussed salaries and asked for updated budget numbers. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried. All board members were present. No action was taken.
