Harrison County Supervisors Meeting March 7, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Rebecca Wilkerson, Paul J. Rhoten Fiscal Sponsor Conservation Director Scott Nelson informed the Board that he had applied for a Harrison County Community Foundation grant and needed the County’s approval for fiscal sponsorship. Grant is for the Doidge property. Motion to approve by Rife, second by Straight. Motion carried. Retirement Conservation Director Nelson updated the Board on his planned retirement at the end of the year. Conservation Board is working on updating the job description, salary range, and timeline for the new director. Director Nelson also informed the Board that Larry Oliver would be retiring in June from working at the museum/welcome center. County Attorney of the Year Award Aaron Johnson and Eric Johnston with DNR awarded Harrison County Attorney Ashley West the Iowa DNR Law Enforcement Bureau County Attorney of the Year 2023 for her relentless pursuit of justice for Iowa’s natural resources and support shown for the conservation officers in all types of cases. Liquor License The Board approved the liquor license renewal for Willow Creek Banquet Hall and Calvary Falls pending both submittal of their respective dram shop on a motion by Rife, second by Straight. Motion carried. The Board approved a new Special Class C Retail Native Wine License for Sawmill Hollow Organic Farms pending submittal of their dram shop on a motion by Straight, second by Rife. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $7,641.94 was approved on a motion by Straight, second by Rife. Motion carried. Joint Funding Agreement with Pottawattamie County The Board approved a joint funding agreement with Pottawattamie County for resurfacing from Pottawattamie County to Harrison County located on L-34 from approximately 1478’ north of centerline of I-880 in Pottawattamie County north 7 miles to Harris Grove Creek near 286th Street in Harrison County. Motion to approve Straight, second by Rife. Motion carried. Project FM-C043(97)—55-43 Public Hearing Selling Surplus Property Chairman Smith opened the public hearing on selling surplus property in St John Township. The property adjacent to the 911 tower in St John Township is considered surplus and not needed for County use. The surplus property is described as: Part of the Southeast Quarter of the Northwest Quarter (SE1/4NW1/4) in Section Twenty-five (25), Township Seventy-eight (78) North, Range Forty-four (44) West of the 5th P.M., Harrison County, Iowa, described as follows: The East 500 feet of Parcel B of the Southeast Quarter of the Northwest Quarter (SE1/4NW1/4) in Section Twenty-five (25), Township Seventy-eight (78) North, Range Forty-four (44) West of the 5th P.M., Harrison County, Iowa. NOTE: Bearings are assumed and based on the East line of the Southeast Quarter of the Northeast Quarter (SE1/4NE1/4) in Section 25-78-44 as bearing S0°00’00”E. And Part of the Southeast Quarter of the Northwest Quarter (SE1/4NW1/4) in Section Twenty-five (25), Township Seventy-eight (78) North, Range Forty-four (44) West of the 5th P.M., Harrison County, Iowa, described as follows: The North 50 feet and the East 500 feet of Parcel A of the Southeast Quarter of the Northwest Quarter (SE1/4NW1/4) in Section Twenty-five (25), township Seventy-eight (78) North, range forty-four (44) West of the 5th P.M., Harrison County, Iowa. General discussion took place regarding the selling of this property. Motion to close the public hearing was made by Straight, second by Rife. Motion carried. Rife made the motion to approve selling the above-described property by sealed bids with a minimum bid amount of $50,000 on Thursday, April 18, 2024 at 9:00 a.m., second by Straight. Motion carried. Claims Claims, as presented, were stamped for approval. Comments Rebecca Wilkerson had a comment about the pup trailers. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
