Harrison County Supervisors Meeting May 19, 2022 Chairman Walter Utman called the meeting to order with members John Straight and Tony Smith in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Steven Struble, Mike Dreessen, Michele Dreessen Bank Reconciliation Treasurer Shelia Phillips presented the April bank reconciliation to the Board for review. Drainage Brush Control Don Reffer, B & W Control Specialist, met with the Board. He stated that no action was needed from the Board but he just wanted to bring them up to date regarding brush control. Due to COVID they are still working on the ditches from 2020 rotation. It will be approximately two weeks to finish the 2020 brush control rotation but the quoted prices will still be good. He will then work on getting back on the rotation so that all ditched are covered. The Board thanked him for the update. Drainage FEMA Transfers Elizabeth Lenz, Drainage Clerk, presented the Board with transfers to close out some of the FEMA districts that have finished their projects or decided to not obtain funding for their projects. On a motion by Smith, second by Straight, the transfers were unanimously approved. Little Sioux Inter-County Drainage District On unanimous approval, made by a motion form Straight, second by Smith, a 65% assessment was set for the Little Sioux Inter-County Drainage District. McNeill Main Drainage District On a motion by Straight, second by Smith, a 57.44% assessment was unanimously approved for the McNeill Main Drainage District. Handwritten Warrants The Board approved a handwritten warrant to US Bank in the amount of $6,255.65 on a motion by Smith, second by Straight. Unanimous approval. The Board approved a handwritten warrant to Don Bernard in the amount of $20,000 on a motion by Smith, second by Straight. Unanimous approval. Engineer County Engineer Steven Struble met with the Board and updated them on the following projects: Taylor #12 Bridge Replacement on F-50 over Allen Creek – Holly Brown Construction removed the pavement east and west of the bridge and stockpiled it at the County Cincinnati shed. Allen #3 Bridge on Laredo Avenue – County crew has completed the approaches and associated work. Traffic should be using the new bridge. HMA Patching for Various Sites – Engineer Struble has put together a list of sites that will be available for contractors soon. Sites include F20L just north of Little Sioux, L20 just north of Calhoun, F66 between Nixon and Beebeetown, St John #11 bridge approach. Bridge Deck Patching and Abutment Repair – Contractor finished work on the F66/335th St bridge over the Boyer River and opened the road on Friday. Contractor moved to the final bridge repair project on K45 bridge over Soldier River and closed the road about noon on Monday, May 16th. Repairs on the Soldier River bridge on K-45 are expected to take about two to three weeks. County crew is using cold mix at both abutments on the Boyer River bridge on F66 and will be patched with asphalt as soon as the county can get quotations for several needed patching areas in the County. 194th Street HMA Overlay, FM-CO43(91)—55-43 – Construction is planned to begin around June 6. The Board approved the temporary road closure for the Soldier River bridge repair for a portion of K-45, also known as Austin Avenue, until approximately June 3, 2022. The closure shall take effect when signs are erected and shall remain in effect until the construction work is completed and signs are removed. Motion made by Straight, second by Smith. Unanimous approval. The Board approved the contract extension for construction phase engineering services with Sundquist Engineering for project BRS-SWAP-CO43(89)—FF-43 (Taylor #12 bridge over Allen Creek on F-50). Motion made by Smith, second by Straight. Unanimous approval. The Board approved the application for tile crossing in the public road right of way from Abe Sandquist in Section 4 Cass Township under Toldeo Avenue. Motion to approve by Smith, second by Straight. Unanimous approval. Straight showed pictures of rock to Engineer Struble, which appeared to be limestone either from Fort Calhoun or Schildberg. Engineer Struble agreed that it is crap. They have been getting river rock at Lake View. Zoning Public Hearings Chairman Utman opened the zoning public hearings as advertised. Zoning Administrator reviewed the following zoning requests: 1. A zoning request from the Jackie Dollen Estate to rezone approximately two acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the SW SE of Section 28-78-41. 2. A zoning request from Ben Michael to rezone approximately three acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the NW NE of Section 20-80-43. 3. A zoning request from Dennis Tremel to rezone approximately eight acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the SE NE of Section 19-80-41. 4. Residential on property described as part of the SW NW of Section 18-79-44. 5. A zoning request from the Leuschen Trust to rezone approximately three acres from A-1 Agricultural to R-1 Rural Residential on property described as part of the SW SE of Section 35-80-41. No comments were received or heard. Motion to close the public hearings was made by Straight, second by Smith. Unanimous approval. Motion to approve as submitted was made by Straight, second by Smith. Unanimous approval. Proposed River Sioux RV Park Michael and Michele Dreessen spoke about a proposed RV park that they would like to build in River Sioux. Property is already zoned properly. Discussion took place about the sewer hook-ups. The Board felt Sundquist Engineering would be able to answer any sewer questions as they were the project manager for the system. Ag Exemption Zoning Administrator Pitt informed the Board that the County Attorney’s office agreed that Jason McIntosh’s ag exemption for the dirt removal within the west face of the Loess Hills was legal. GIS Services Ryan Smith with Schneider Geospatial proposed a seven-month contract for GIS services for the County at a cost of $9,924. Motion to approve by Smith, second by Straight. Unanimous approval. Contract will start June 1st and run through December 31, 2022. Claims Claims, as presented, were stamped for approval. With business of the day completed, the Board adjourned on a motion by Smith, second by Straight. Unanimous approval.
