Harrison County Supervisors Meeting May 26, 2022 Chairman Walter Utman called the meeting to order with members Tony Smith and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Smith. Unanimous approval. Previous minutes were approved on a motion by Smith, second by Straight. Unanimous approval. FY22 Budget Amendment Chairman Utman opened the public hearing for the budget amendment as advertised. The public hearing was left open for several minutes. Motion to close the public hearing was made by Smith, second by Straight. Unanimous approval. Motion to approve the following increases to the budget was made by Smith, second by Straight. Unanimous approval. Elizabeth Lenz, Drainage Clerk, presented the Board with change orders changing the completion date of the FEMA projects for the districts to September 15, 2022. On a motion by Smith, second by Straight, the change orders were unanimously approved. McNeill Main Drainage District Elizabeth Lenz, Drainage Clerk, spoke with the Board regarding the cleanout of the McNeill Main ditch. Although this has been brought before the Boards before, no action has been taken. It was decided that the Harrison County Supervisors will meet with the Monona County Supervisors at the Monona County Courthouse on Tuesday, May 31st at 10:00 A.M. Business Property Tax Credit The Board approved the business property tax credits filed on or before July 1, 2021 on a motion by Smith, second by Straight. Unanimous approval. Credit Card The Board approved a county-issued credit card for Emily Allmon on a motion by Straight, second by Smith. Unanimous approval. Deputy Auditor The Board approved Elizabeth Lenz as Deputy Auditor effective immediately on a motion by Smith, second by Straight. Unanimous approval. FY23 Little Sioux/River Sioux Sewer Budget The Board approved the annual sewer budget on a motion by Straight, second by Smith. Unanimous approval. Annex Door The Board approved a bid from Bil-Den Glass to replace an outside door at the annex in the amount of $1,995.60 on a motion by Straight, second by Smith. Unanimous approval. Melody Oaks Resurfacing Project Bids for the project were to be submitted by 9:00 a.m. today. One bid came in after 9. Assistant County Attorney Ashley West-Joons recommended to rebid the project. Engineer Struble will send the bid notice to the newspapers today for a bid opening on June 9th. Melody Oaks Trail Deena Nelson requested the level C portion of Melody Oaks Trail be opened to the public. This spring the road was only open for 10 days and felt it needed to be opened for a longer period. After much discussion, Engineer Struble recommended to leave it as a Level C. At this time, the Board had no desire to change classification of the road. Engineer County Engineer Steven Struble met with the Board The following project updates were given: Taylor #12 Bridge Replacement on F-50 over Allen Creek – Contractor is doing the final finish grading. HMA Patching for Various Sites – County started measuring and marking the patch locations scheduled for patching. There are seven spots on 335th Street between Nixon Avenue and Beebeetown, three on F-20 in Little Sioux, two on F-20 west of Larpenteur Memorial Road, one area of strengthening at the top of Murray Hill, one on F-20 at Gage Lane, five on Laredo Avenue and an area of strengthening on 194th Street south of Irvine Place. Also surface patch the St John E11 bridge approach on 335th Street next to the new abutment. Bridge Deck Patching and Abutment Repair – Repairs on the Soldier River Bridge on K-45 are expected to take about two to three weeks. 194th Street HMA Overlay FM-CO43(91)—55-43 – Contractor plans to begin construction on or about June 6th. County crews have been patching on 194th Street seal coat when the weather allows. The trucks have been stockpiling rock from Schildberg quarry and the rock is much improved. Crews have been busy erecting and removing detour signing, road closures for construction, and preparing sign order to replace recently used inventory. Crews also have been cleaning and seeding ditches on Morgan Avenue and seeded slopes/ditches at the Christensen bridge project. Mowing in territory #1 and #10 continues. The Board approved the temporary road closure for 231st Street for grading and surfacing beginning on May 26, 2022 and continuing for approximately 20 working days. The closure shall take effect when signs are erected and shall remain in effect until the construction work is completed and signs are removed. Motion to approve by Smith, second by Straight. Unanimous approval. Smith asked Engineer Struble to inspect the shared portion of White Street as it has pot holes. LED Lighting at County Facilities Joe Hurla with ROI Energy informed the Board about Mid American Energy program to update facilities to LED lighting, which Mr. Hurla would like to submit a proposal to the County for updating the lighting. The Board will allow Mr. Hurla to give them a proposal. With business of the day completed, the Board adjourned on a motion by Straight, second by Smith. Unanimous approval.
