Harrison County Supervisors Meeting May 4, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Mary Noah, Laura Noah, Scott Nelson, Rebecca Wilkerson, Brettly James Employee Payout Sheriff Doiel requested approval of the accumulated leave payout for Deputy Gabe Madsen in the amount of $8,220.25 due to his departure from the County. Motion to approve by Rife, second by Smith. Motion carried. Handwritten Warrant A handwritten warrant to US Bank in the amount of $6,953.49 was approved on a motion by Rife, second by Smith. Motion carried. Native Wine Permit A native wine permit for Sawmill Hollow Organic Farms was approved on a motion by Smith, second by Rife. Motion carried. Window Change Order #1 Change order #1 for the Courthouse window project in the amount of $17,440 was approved on a motion by Smith, second by Rife. Motion carried. 1128 Laredo Avenue Todd Noah requested an update on his road. After discussion, County Engineer Steven Struble would complete a manual traffic count no later than Memorial Day. Sheriff Doiel would be contacted to see if the speed check trailer could be taken out to the road to document the speed of the traffic. Engineer County Engineer Steven Struble presented an overview of the intersection at L34 & F66 in Beebeetown. Mid American Energy plans to move their power pole so that the County can improve the intersection. Engineer Struble discussed an auction of two semi tractors selling on Purple Wave. Two employees did go to Newton to review and test drive these two semis. Engineer Struble thought these two semis would be good additions to the County’s operations. Budget Amendment Auditor Susan Bonham reviewed the proposed budget amendment with the Board. Motion to set a public hearing date of Monday, May 22nd at 9 a.m. was made by Smith, second by Rife. Motion carried. Drainage Brush Control The Board met as trustees, all members present, for various drainage districts in Harrison County to discuss brush control. Also present was Elizabeth Lenz, Drainage Clerk At the last meeting, Nate Reffer, B & W Brush Control presented a listing of ditches to be sprayed that were under the control of the Board. Elizabeth Lenz, Drainage Clerk, informed the board that after the meeting, she reviewed the listing presented with Mr.Reffer. The ditches that were presented were scheduled to be sprayed in 2023 but since 2018 the normal rotation of ditches had not been followed due to COVID and other circumstances. After Mr. Reffer inspected the area ditches, a new listing was presented to the Board as follows: Orson Highway $1,500.00 Old Soldier $10,500.00 Soldier Valley $16,500.00 Burcham $8,500.00 Pratt $3,500.00 Spooner $10,000.00 West Soldier $7,500.00 East Soldier $10,500.00 Nelson $8,500.00 The prices are quoted as not to exceed amounts. On a motion by Smith, second by Rife, the former 2023 brush control schedule approval dated April 18, 2023 was unanimously rescinded. On a motion by Rife, second by Smith, the 2023 brush control schedule, dated May 3, 2023, and outlined above, was unanimously approved. Claims Claims, as presented, were stamped for approval. Comments Rebecca Wilkerson gave comments on the budget amendment date, courthouse windows, sheriff deputies, and dust control. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
