Harrison County Supervisors Meeting September 21, 2022 The Boards of Supervisors from Crawford, Harrison, Monona and Shelby Counties met as part of a 4-county regional meeting. Harrison County Chairman Walter Utman welcomed everyone and called the meeting to order. Monona County Supervisor Vince Phillips made the motion to approve the agenda with the following additional item for discussion – technology/cell phone usage, second by Monona County Supervisor Bo Fox. Unanimous approval. Attendance: For Harrison County: Supervisors Walter Utman, Tony Smith, John Straight and Auditor Susan Bonham; For Crawford County: Supervisors Jean Heiden, Ty Rosburg, Kyle Schultz and Auditor Terri Martens; For Monona County: Supervisors Tom Brouillette, Bo Fox, Vince Phillips, and Auditor Peggy Rolph; and For Shelby County: Supervisor Steve Kinkel, Charlie Parkhurst, Darin Haake and Auditor Mark Maxwell. Discussion on wind energy ordinances was held. * Crawford is working on template. Proposed set back for nonparticipants is 3.5 times height of tower with blade at high noon and for participants is 2.5 times the height of tower with blade at high noon. Strongly suggests getting a decommissioning ordinance done first. Get County Engineer involved so contractors don’t tear up the roads. * Shelby County is working on ordinances. Got samples from Page/Fremont/Lee counties. Discussion on carbon pipeline * Shelby County zoning is having their first public hearing on zoning ordinance. Ahlers-Cooney helped write their ordinance. ISAC is working with ISU on the compaction rates. Encouraged counties to contact Iowa Utilities Board. Discussion on McNeil Drainage District * Monona County is communicating with railroad as they need to have two culverts lowered. Railroad needs to pay. People are concerned about being in the district. More research is being done to make sure their land benefits from the district. Discussion on Safety Policies * Monona County is having difficulty with some employees not notifying Company Nurse when an accident happens. Discussion on Credit Card Policies * Some counties have an overall credit limit that makes it difficult to monitor when making purchases. All counties discussed how credit cards work in their respective county. Discussion on Technology/Cell Phone Usage. Shelby County asked about reimbursing employees for personal cell phone usage. Some counties do and other don’t. The BOS in Crawford and Monona counties have county-owned laptops to use. Crawford County said they are working on a tax abatement program of up to $500 for fire/ems personnel. Initial cost estimates of $25,000-$30,000 is expected, but plan to backfill with rent from the communication towers. Chairman Utman adjourned the meeting.
