REGULAR CALLED CITY COUNCIL MEETING Wednesday, April 10th, 2024 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, VANDEMARK, GAU, MANN, & BANTAM. Mayor Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda. Ayes: 5 Motion carried. Motion Mann/Lenning to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 3/13/2024, 3/28/2024 & 4/1/2024; b) approve the bills/receipts as presented; c) approve Cash & Investment reports – March 2024; d) approve Budget Report – March 2024 Ayes: 5 Motion carried. Citizen Input – Several citizens spoke regarding potential city-wide garbage contract and sewer rates. Public Hearing regarding the sale of Police Dept. building at 515 Walker St opened at 7:08pm. There was 1 question answered, that there were 4 bidders at the auction. No other oral or written comments were received. Public Hearing closed at 7:08pm. Public Hearing regarding the Harvest Hills lot giveaways opened at 7:09pm. There was 1 question answered that there are no special assessments on these lots. No other oral or written comments were received. Public Hearing closed at 7:09pm. Motion Gau/Mann to appoint Greg Morton to the Board of Adjustments. Ayes: 5 Motion carried. Discussion on the possibility of citizens painting a Pickle Ball court on the basketball court across from the baseball field. Consensus was reached for citizens to proceed. Motion Gau/Mann to approve proceeding with a 15 year, 100% TIF agreement for 518 Walker St. (NuStyle) new construction in the business district. Ayes: 5 Motion carried. Motion Gau/Lenning to table discussion on a TIF agreement for 523 Walker St (Tony Smith) business improvements. Council would like Tony to come to the next council meeting. Ayes: 5 Motion carried. Discussion on bidding the bailing of the alfalfa on the lots donated to the City in Harvest Hills resulted with city staff contacting John Reisz regarding the existing agreement and bring information back to next meeting. Motion Mann/Bantam to approve Resolution #2024-26 approving the sale of the Police Dept. Bldg. to Randy & Teresa Coenen per auction bid of $50,000. Ayes: 5 Motion carried. Motion Mann/Gau to approve Resolution #2024-27 approving the Harvest Hills Lot giveaways. Ayes: 5, Motion carried. Motion Mann/Gau to approve Resolution #2024-28 setting Public Hearing for FY24-25 Budget for April 29, 2024 at 7:30am. Ayes: 5 Motion carried. Motion Gau/Bantam to approve the renewal of CD at Farmer’s Trust & Savings Bank for 1 year. Ayes 5 Motion carried. Discussion on mosquito control resulted in consensus on continuing the service, city staff asking for bids and bringing information back to the April 29th council meeting. Motion Gau/Bantam to approve of Woodbine Municipal Light & Power Budget for FY24-25. Nays 5 Motion failed. Council is requesting this item be moved to the April 29th agenda and someone from WMU be present at that meeting. Approval of Ordinance amendment #2024-4-10 amending Title IV (4) Chapter 2-regarding Fireworks was tabled. Council requested additional changes and will be on the April 29th council meeting agenda. Mayor’s Report: Reminded Council of appropriate conduct during meetings and to be respectful of city employees. City Administrator Koch reported the state auditors are working to finalize the audit, the 1st utility billing has gone out and she will be getting back to the codification process. Public Works Director Androy reported Garrett Hicks has completed his boot camp training and that Jim Riesz has a plan for the downtown lighting. Police Chief Jensen reported that Main Stay, their new records management system, has been set up and they will be trained on it next week. Officer Kyle Coleman had been bitten by a dog and was in the hospital for a couple of days but is doing well and back to work. Library Director Doyle reported that a grant has been awarded for the rehab of Lady Liberty but the funds have not been received. Motion Mann/Bantam to adjourn at 8:35pm. Ayes 5 Motion carried.
