REGULAR CALLED CITY COUNCIL MEETING Wednesday, December 20, 2023 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, MANN, VANDEMARK, GAU & SMITH. Mayor Cogdill led the pledge of allegiance. Motion Vandemark/Smith to approve the agenda. Ayes: 5 Motion carried. Oath of Office administered to Mayor Rob Cogdill by City Clerk Toni Waite. Oath office administered to City Councilmen Keith Mann & Tony Bantam by Mayor Cogdill. Motion Gau/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 11/8/2023; b) approve the bills/receipts as presented; c) approve Cash & Investment reports – November 2023; d) approve Budget Reports – November 2023; e) approve renewal of liquor license for Good Fellows. Ayes: 4, Vandemark abstained. Motion carried. Citizen Input – None. DEPARTMENT HEAD REPORTS: City Administrator Koch – We are aiming to begin billing for gas, sewer & landfill in February. Lisa is working on next year’s budget. She has contacted an electrician regarding the grain elevator not being lit. Lisa offered to help Municipal Utilities since Jill is leaving at the end of December. Lisa will be out of the office for Christmas on December 21 & 22. Streets Administrator Androy – He has had several citizens comment on the new STOP signs and he is continuing to swap gas meters. Johanna Pothast presented her plans for property on Hawthorne St. and the preapplication for an Iowa Economic Development Catalyst Grant. Council was in consensus to proceed with the project and grant with the understanding there will be a financial commitment, with an amount to be determined at a future date. Discussion and possible motion was tabled on approval of Woodbine Fire & Rescue bylaw changes due to council wanting a change made. Motion Gau/Smith to appoint Gary Hall to the Library Board to replace Tony Bantam. Ayes: 5 Motion carried. Motion Vandemark/Lenning to accept the donation of lots in Harvest Hills from Heistand Farm 300 LLC for City lot giveaways. Ayes: 5 Motion carried. Motion and possible motion was tabled on the request from Greg Wallis to purchase lots in Industrial Park. A consensus was reached to move forward on the sale of 2 lots. Wallis & city staff putting together terms to be approved at the Jan. 2024 council meeting. Motion Mann/Smith to approve Resolution 2023-35 approving contract, bond and certificate of insurance on the Hawthorne Street & 1st Street Storm Sewer Improvements. Ayes: 5 Motion carried. Motion Gau/Mann to approve proceeding with the sale of the Police Station by live auction. Ayes: 5 Motion carried. Motion Mann/Gau to waive 2nd & 3rd readings on Ordinance amendment 2023-12-1 Title VII – Sewer – Chapter 5 – Sewer Service Charge. Ayes: 5 Motion carried. Motion Lenning/Smith to adopt Ordinance amendment 2023-12-1 Title VII – Sewer – Chapter 5 – Sewer Service Charge. Ayes: 5 Motion carried. Motion Smith/Mann to waive 2nd & 3rd readings on Ordinance amendment 2023-12-2 Title VII – Garbage and Solid Waste – Chapter 2 – Collection of Solid Waste. Ayes: 5 Motion carried. Motion Mann/Gau to adopt Ordinance amendment 2023-12-2 Title VII – Garbage and Solid Waste – Chapter 2 – Collection of Solid Waste. Ayes: 5 Motion carried. Motion Lenning/Smith to waive 2nd & 3rd readings on Ordinance amendment 2023-12-3 Title IX – Franchises and other services – Chapter 1 – Gas utility. Ayes: 5 Motion carried. Motion Mann/Smith to adopt Ordinance amendment 2023-12-3 Title IX – Franchises and other services – Chapter 1 – Gas utility. Ayes: 5 Motion carried. Motion Vandemark/Gau to approve Resolution 2023-36 establishing a Non-sufficient Funds (NSF) payment policy. Ayes: 5 Motion carried. Motion Gau/Mann to approve amending the finance contracts for gas appliances and water heaters to increase the amounts financed for gas furnaces to $5,000, tankless water heaters to $3,000 and other equipment to $2,000. Ayes: 4 Vandemark abstained Motion carried. Motion Gau/Smith to approve discontinuing rebates on gas furnaces. Ayes: 4 Vandemark abstained Motion carried. Mayor Cogdill reported that he has spoken with other mayors regarding the changes in the budget process and the difficulties associated with those changes. He also participated in an Iowa Thriving Communities webinar featuring Manning, IA. Cogdill said the webinar provided some different ideas for growth of the community. He also reported the City had their potluck lunch on 12-15-23. Motion Gau/Mann to adjourn at 8:26p.m. Ayes: 5 Motion carried MVTN 1-3-24
