REGULAR CALLED CITY COUNCIL MEETING Wednesday, January 10th, 2024 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, BANTAM, VANDEMARK, GAU & MANN via phone. Mayor Cogdill led the pledge of allegiance. Motion Mann/Lenning to approve the agenda. Ayes: 5 Motion carried. Motion Gau/Vandemark to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 12/20/2023; b) approve the bills/receipts as presented; c) approve Cash & Investment reports – December 2023; d) approve Budget Reports – December 2023; e) approve renewal of liquor license for Foodland Super Market; f) approve GAX #21, GAX #22, & GAX #23 – Harvest Hills - CDBG. Ayes: 5 Motion carried. Citizen Input – None. Motion Gau/Lenning to re-appoint John Kerger to the Harrison County Landfill Commission. Ayes: 5 Motion carried. Discussion on the possible sale of lots in the Industrial Park to Greg Wallis resulted in Mr. Wallis rescinding his offer to purchase. No action taken. Motion Lenning/Mann to approve Woodbine Fire & Rescue bylaw changes upon receiving a typed copy of the corrections. Ayes: 5 Motion carried. Motion Gau/Bantam to approve proceeding with the sale of Lot 18 Block 38 Woodbine 515 Walker St (Police Station) by live auction. Ayes: 5 Motion carried. Motion Vandemark/Mann to approve Resolution #2024-1 setting Public Hearing for budget amendment #2 for FY 23-24. Ayes: 5 Motion carried. Motion Gau/Lenning to allow 2 weeks for the school representative to remove the aluminum can redemption collection box from City property. Ayes: 5 Motion carried. Motion Gau/Bantam to renew The Crew Center Membership Agreement for Corporate Discount with no city contribution to employee memberships. Ayes: 5 Motion carried. Mayor Cogdill reported that he is thankful for our street crew cleaning our streets so well when it snows. City Administrator Koch reported that the Utility Board monthly meeting will be Jan. 16th, 2024. Mann volunteered to attend these meetings in the future. Public Works Director Androy reported they all survived the 1st snow fall of the season and that the odd/even parking policy is in effect. Also, he reminded residents it is illegal to put slow into the streets and/or alleys. Police Chief Jensen reported residents are required to move their cars, parked on the street, every 48 hours year-round. Also, to make sure your sidewalks are scooped in a timely manner and that there is to be NO sledding from Park Circle to the new baseball fence.
