WEST HARRISON COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MONTHLY MEETING – 6:00PM May 11, 2022 LIBRARY – MONDAMIN, IA The West Harrison Community School District Board of Education met in regular session with the following present: Randy Wohlers, Hillary Stevenson, Julie Kuhlman and Kim Nunez Directors. Mr. Marty Fonley, Superintendent, Casey Ring, Principal, and Tonya Radil, Board Secretary/Treasurer Visitors. Tony Nunez (WHEA Representative), Tara Rife, Stacey Clark, Cross Mauseth, and Logan Armstrong. Called to Order. The meeting was called to order in the Library at 6:00 p.m. by President Wohlers. Consent Agenda. Motion was made by Director Kuhlman and second by Director Nunez to approve the agenda, April 13, 19, and 27 board minutes, and financial reports. There is an amendment to the April 13, 2022 board minutes for the consideration of substitute pay rate for FY 22-23. The vote is 3 Ayes and 1 abstained. Directors Wohlers, Kuhlman and Nunez. Ayes 3-0 Motion carried. Public Items of Discussion. Board Items of Discussion. Public Hearing for the FY 21-22 Budget Amendment. The public hearing was opened at 6:02pm. Mr. Fonley reviewed the budget amendment. There was no public comment. The public hearing was closed at 6:02pm. Human Resources. Motion was made by Director Nunez and second by Director Stevenson to accept the resignation of Amy Stolz (Jr. High Boys Basketball) and Claire White (Life Skills). The board wishes them the best. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Motion was made by Director Kuhlman and second by Director Stevenson to approve the hiring of Jackie Fonley (Principal) and Stacia Clark (FCS) Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Motion was made by Director Kuhlman and second by Director Nunez to approve the hiring of Meaghan Evans (Head High School Girls Softball) and Julius Michalik (Head Cross Country and JH Boys Basketball). Motion was made by Director Nunez and second by Director Kuhlman to approve Sara McIntosh and Emily McIntosh as volunteers for High School Girls Softball. Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Consideration of Board Member Appointment from the Modale District. Motion was made by Director Nunez and second by Director Kuhlman to approve the board member appointment of Lorraine Peterson to fill the vacant seat on the school board from the Modale district. Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried Consideration to Approve the FY 21-22 Budget Amendment. Motion to approve the 21-22 budget amendment as presented by Kuhlman second by Stevenson. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried Consideration of Principal Supervision Plan. Motion was made by Director Stevenson and second by Director Nunez to approve the Principal Supervision Plan. A plan has been developed for the supervision of newly hired Principal Jackie Fonley. To avoid any concerns or confusion due to her relationship with the superintendent, this plan provides staff an avenue to the board with concerns they are uncomfortable discussing with the superintendent and removes the superintendent from the evaluation of the principal. It has been shared with staff and reviewed by counsel. Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried Consideration of 2nd Reading of Board Policies 102.E1 and 102.E2 Motion was made by Director Kuhlman and second by Director Stevenson to approve the second reading of the board policies 102.E1 and 102.E2. Consideration of RFP for Auditing Services. Motion was made by Director Kuhlman and second by Director Nunez to approve the RFP for auditing services. The district needs to request RFPs for audit services. The RFP recommended is for a three-year contract. Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Consideration of Concurrent Enrollment Agreement with WITCC. Motion was made by Director Nunez and second by Director Stevenson to approve the agreement with WITCC. Discussion. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Consideration of Smart Boards. Motion was made by Director Nunez and second by Director Kuhlman to approve the purchase of the Smart Boards. This will be a July expense from the PPEL fund. Ayes Directors Wohlers, Stevenson, Kuhlman and Nunez. 4-0 Motion carried. Consideration of the Activity Bus Driving Rate Increase for FY 22-23. Motion was made by Director Kuhlman and second by Director Stevenson to approve the FY 22-23 Activity Bus Driving rate to $13.50. Discussion.
