City of Modale City Council Meeting Minutes December 12, 2022 The regular meeting of the Modale City Council was held on December 12, 2022. Mayor James Cox called the meeting to order at 7:00 p.m. Councilmembers present were Katie Offenbacker, Blair Adams, Terigene Tiffey, and Kathy Dugdale. Amber Larsen was absent. Visitors present were Carl and Linda Anderson, Johnny Cooperrider, Jennifer and Chris Skinner, Troy from Sundquist Engineering, Kent Beebe, and Alissa Kappes. Staff present were Linda Windschitl and Shauna Gerke Tiffey made a motion to approve the consent Agenda. Adams seconded; motion carried with a 4-0 vote. There were no citizen inquiries. Jennifer Skinner reported for the Library. Recent fundraising by the Friends of the Library resulted in over $1000 in donations being received. The Library is hosting a New Year’s party for the kids on New Year’s Eve, starting at 10 a.m. With the assistance of the Fire Department, they hope to have a ball drop at noon. There were four (4) iPads purchased recently. They will be integrated with the other three for the children to use. Tiffey reported that the animal control ordinance has been put on hold while working on the other ordinances as well. Recodification of all ordinances is due. Council would like to get this one ordinance ironed out before the others. Item tabled to special meeting on December 28th. A discussion was had regarding junk cars. It was decided that a letter will be sent, along with a photo of the offending vehicle, to the property owner. They would have forty-five (45) days to abate the issue or be assessed a $100 fine. They would then have another 45 days to remove the vehicle before it was towed at the property owner’s expense. The Christmas party at the Legion went very well. Tfiffey expressed her appreciation to all who participated. Kent Beebe reported for the Fire Department. He will stop by and talk to Julie about a new card. They need to put a handrail above the meeting hall room. Physicals are scheduled for March 2nd. The tank is leaking on the pumper truck, looking for a newer one. He suggested an addition to City Hall and moving the fire hall. A donation of $200 was received from Wisecups for the Fire Department putting out the fire along the farm and the interstate. Troy Groth with Sundquist Engineering reported the bid deadline for the sewer lagoon project has been backed off to December 23rd. A public hearing was held to hear comments on proposed plans, specifications, form of contract and estimate of the cost for the proposed Wastewater Treatment Lagoon Improvements Project. Resolution 2022-17 was made to set the time and place for hearing on the plans and specifications, form of contract and estimate of cost for the proposed Wastewater Treatment Lagoon Improvements Project. Motion made by Offenbacker; Tiffey seconded. Motion carried with a 4-0 vote. Marty reported that everything is on hold as he’s still waiting on the DNR. Resolution 2022-18 was made to set the hearing date of January 9, 2023, to discuss the bids received on 408 N Main Street. Offenbacker made the motion; Dugdale seconded. Motion carried with a 4-0 vote. Project needs were tabled to the January 9, 2023, meeting. A report was made on the cost of the ClerkBooks program. It would integrate with QuickBooks and future water meter improvements. This item has been tabled until next year. The Return-to-Work Policy was reviewed. A motion to approve the policy as written was made by Tiffey and seconded by Adams. Motion carried with 4-0 vote. Items for next month’s meeting are condemned properties and prioritizing needs. Dugdale made a motion to adjourn. Adams seconded the motion; motion carried with a 4-0 vote.
