CITY OF MONDAMIN SPECIAL CITY COUNCIL MEETING MINUTES Mondamin City Hall Thursday, October 13, 2022 5:30 P.M. 1. Opening of Meeting a. Mayor Pro Tem Karen Breyfogle called the meeting to order at 5:36 p.m, leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Mary Seago and Jim Rains. Terry Coyle by phone. Absent: Mayor Howrey and John Glennie. Staff present: Alyx Hirst and Steve Hinkel. Public present: Shane Ehlers, Gregg Beam, Donella Pauli, and Maggie Rains. c. Approval of Agenda Motion made to approve agenda by J. Rains with a second by M. Seago. Motion carried 4-0. 2. Public Comments Mondamin resident Donella Pauli was present during the meeting to be heard on the matter of agenda item 4b. This agenda item would allow the owner at 303 Cedar Street to build a building for commercial semi hauling operations. Pauli stated that she would like to see the council following current ordinances as these ordinances are adopted for a purpose. Pauli also stated that if more of the public knew about what was being discussed, more residents would have shown up to oppose the special permit as well. Pauli stated that she was very much against allowing this special permit. Maggie Rains was also present to state her feelings on the matter. Rains voiced concerns with issuing this special permit to allow a business such as this to be in a residential district citing that child safety is a big concern with the park being so close to the residence in question. Rains also stated that damage to city streets would cost the city more money over time as the streets deteriorate from the heavy semi traffic. 3. Old Business a. Consideration to repair generator at current water treatment plant Motion made by J. Rains to have the water plant generator repaired. Motion was seconded by M. Seago. Motioned carried 4-0. 4. New Business a. 8-ton weight load restriction on city streets M.Seago motioned to keep the weight load restriction as is, at the 8-ton limit. J. Rains seconded the motion. Motion carried 4-0. b. Restricted Residential District Special Permit: 303 Cedar Street No action taken c. 107 S Main St: Consideration to lease city owned property No action taken d. King’s Court Housing: Thrasher Foundation Repair Bid M. Seago motioned to approve Thrasher Foundation Bid in the amount of $4,788.04. The motion was seconded by T. Coyle. Motion carried 4-0. 5. Adjourn Having no further business to conduct, M. Seago made a motion to adjourn the meeting. Seconded by J. Rains. Motion carried 3-0. The meeting was adjourned at 6:12 p.m. These minutes are as recorded by the Mondamin City Clerk and subject to approval at the next regular city council meeting.
